The Government of the Federal Democratic Republic of Ethiopia has received a credit from the International Development Association (IDA) toward the cost of the Road Sector Development Program Phase II Project (APL 2), and it intends to apply part of the proceeds of this credit to payment under the contract for Nazareth-Assela Dodola and Shashemene-Goba Road Upgrading Project, Contract 4:Shashemene-Dodola Junction Lot-1 Shashemene-Km 35 and Lot-2 km 35-Dodola Junction. The Ethiopian Roads Authority now invites sealed bids form eligible bidders for Nazareth-Assela-Dodola and Shashemene-Goba Road Upgrading Project contract 4; Lor-1 Shashemene-Km 35 and Lot-2 Km 35-Dodola Junction. The works under Lot-1 and Lot-2 of this contract consist of the upgrading of the existing gravel surfaced road and realignments, as needed to a two lane asphalt (double surface treated) road of 7.0 meter carriageway width and 1.5 meter shoulders on each side including constriction of structures like bridges, culverts and ancillary works along the road stretch. Some major items involved in the construction works (approx. only) are

            Earthworks                                                     47,200 m3

            Granular Sub-base                                          117,600m3

            Crushed Stone Base                                       82,200m3

            Bituminous Double Surface Treatment         269,500m2

And also Removal and Construction of Concrete Works & Masonry Works, etc….

A specific amount of the RSDP II (APL 2) has been earmarked under the "Capacity Building of Domestic Contractors" component, including this contract under procurement, for the increased participation of domestic contractors. This tender is therefore being conducted using "National Competitive Bidding (NCB)" procures with the following provisions to assist bidders. (i) Bidders would not be required to submit Performance Security except under exceptional situations indicated in the procurement, for the increased participation of domestic contractors. This tender is therefore being conducted using "National Competitive Bidding (NCB)" procedures with the following provisions to assist bidders. (ii) Bidders would not be required to submit Performance Security except under exceptional situations indicated in the bidding document, (iii) Retention Money is Raised to 10% in place of performance security, and (iv) The Employer would include provisions to facilitate access for bidders in fulfilling the requirements for an unconditional advance payment guarantee. The bidders are allowed to bid for both of the Lot 1 and Lot 2 contract, but not allowed to be awarded more than 1 contract.

The construction period is 1095 Calendar Days.

Bidding will be conducted through the national competitive bidding procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits, January 1995 (revised January an August 1996 and September 1997), and is open to all bidders form eligible source countries as defined in the guidelines.

Interested eligible bidders may obtain further information from and inspect the bidding document at the Ethiopian Roads Authority referred to at the address indicated in the item No. (2) below from 8:30 -12:30 and 13:30-17:30 Monday through Friday. A complete set of bidding documents in English language may be purchased by interested bidders on the submission of a written application to the address below and upon payment of non-refundable fee of Ethiopian Birr 3,000 per each lot on or after July 25, 2005. The method of payment will be in cash or bank citified check. Bidders are required to collect the bidding documents form the address indicated in the item No. (2) below.

Bids must be delivered to the address below indicated in item (1) blow on or before September 22, 2005, 2:30 P.M. Late bids will be rejected. Bids will be opened in the presence of bidders/representatives who choose to attend at the address indicated in the item No. (1) below on September 22, 2005, 2:30 P.M. for Lot-1 and September 22, 2005, 3:30 P.M. for Lot-2.
