1.      The “Government of Ethiopia” has received a loan form the “African Development Fund” towards the cost of National Livestock Development Project and intends to apply part of the funds to cover eligible payment under the contract for the Civil Works Construction of Veterinary Quality Control Laboratory Building at Addis Ababa (Akaki Kality Kefle Ketema).

2.      The Ministry of Agriculture Rural Development invites sealed bids from eligible bidder for the aforementioned Projects: Contractors of Category GC/BC-4 or above with renewed trade license and registration certificate of Ministry of Finance & Economic Development.

3.      Bidding documents may be purchased at the Foreign Procurement Division, Room No. 15, Ministry of Agriculture & Rural Development, P.O. Box 62347, Tel. 15 55 82 or 50 69 96, Kazanchis Addis Ababa, Ethiopia against payment of non-refundable fee of Birr 1,160.00 (Birr One Thousand One Hundred Sixty only).

4.      The bidders shall furnish a bid security of 1% of the proposed cost in the form as specified in clause 16 of the instruction to bidder. Bid security shall be valid for 28 days beyond the validity of Bid.

5.      All bid shall be valid for a period of 90 days after bid opening and shall be delivered to Foreign Procurement Division, Room No. 15, Ministry of Agriculture and Rural Development, P.O. Box 2347, Tel. 011-515 55 82 or 011-550 69 96, Kazanchis, Addis Ababa, Ethiopia on or before February 8/2006, up to 10:00 A.M.

6.      Bids will be opened on the same day at 10:30 A.M. at the above mentioned office in the presence of the bidders/representatives who wish to attend.

7.      The contract will be awarded in lump sum contract, which means that cost variation (price adjustment) would not be allowed.

8.      All duties, taxes including VAT, and other levies shall be included in the rates, prices, and total bid price submitted by the bidder as specified in clause 13 of the Instruction to bidder. VAT will be paid by the Federal Democratic Republic of Ethiopia Ministry of Agriculture and Rural Development.

9.      The Employer reserves the right to reject or all bids. Bids have to be prepared strictly in accordance with the instruction to bidders, of the standard bidding document.
