 Project Name GFATM, Ethiopia

1.      The Federal Democratic Republic of Ethiopia has received grant form the Global Fund to fight AIDS, TB and Malaria (GFATM) for the implementation of HIV/AIDS prevention and Control program and part of the proceeds of this grant will be used to eligible payments under the contract for which this invitation to bids is issued.

2.     The Federal Ministry of Health, Pharmaceuticals Administration and Supply Service (PASS) now invites sealed bids from eligible bidders for the supply of: Opportunistic Infections Drugs. 

3.      Bidding will be conducted through the international competitive bidding procedures specified in the Government procurement Guidelines and are open t all bidders from eligible source countries as defined in the Guidelines. Drugs under this invitation shall be registered for marketing by the Ethiopian Drug Administration and Control Authority.

4.     The Bid Evaluation will be conducted on lot by lot basis and bidders will have the chance to participate for one or for all the Lots. Bidders with products registration certificate in Ethiopia will have the preference during bid evaluation. Unless a complete bid is not received for each lot those bids with at least 80% of acceptable items with in the lot will be considered for evaluation. Bidders for the remaining required items will be evaluated on item by item basis. If none of the bidders offer at least 80% of acceptable items for each lot then the evaluation criteria will by item basis.

5.     Interested eligible bidders may obtain further information form PASS and inspect the bidding documents at the procurement office No. 1.2 during office hours from the date this advertisement appearance in The Ethiopian Herald.

6.     A complete set of bidding documents in English may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a non-refundable fee of Eth. Birr 200 or in equivalent USD 25. The method of payment of payment will be cash or certified check. For foreign bidders the document will be sent by mail USD 35 for mail cost shall be included.

7.     Bids must be delivered to the address below on or before 12 April 2005 at 2:00 P.M. and late bids will be rejected. All bids must be accompanied by a bid security in the amount as specified in the tender document in the form of CPO or Bank Guarantee from international recognized Bank and shall be Counter Guaranteed by Commercial Bank of Ethiopia. Insurance Bond is not acceptable.

8.     The purchaser reserves the right to reject the bid in full or partially.

9.     Bids will be opened in the presence of the bidders/representatives who choose to attend at the address below on 12 April 2005 at 2:30 P.M.
