The Ministry of Labour and Social Affairs (MOLSA) plans to undertake an in-depth analysis of Child Labour Survey Conducted in 2001 and thereby move to concrete action programs to address the problems that have been identified and is looking for a national consultancy firm capable of carrying out the duty. 

Objective and Scope of In-depth Analysis 

The main objective of the in-depth analysis is to enhance the knowledge and understanding of the child labour situation in Ethiopia its nature, extent, causes and effects. 

The Analysis will focus on the progressive elimination of child labour, especially its worst and hazardous form, by helping to highlight child labour concerns in national strategies for development and poverty reduction. 

Main Tasks 

Within the framework of the objectives outlined above, the specific terms of reference of the  in-depth analysis will be to produce a working document in the area of child labour covering the core issues outlined in the term of reference in detail. 

Desired Qualification and Experience 

       The study requires the services of an experienced researcher/analyst with a minimum of Master's degree in economics with strong background in econometric and/or statistics.

       He will be assisted on certain points of specific terms of reference by two consultants holding respectively degrees in Sociology and Law.

       Recent experience in research on child labour.

       Knowledge of marco-economic policy environment, decentralization, education, poverty alleviation strategy initiative in Africa and Ethiopia in particular.

       Demonstrate ability to complete the in-depth analysis according to the schedule and standardized report-writing skills. 

Duration: Maximum 3 months

Terms of reference:  Interested bidders can obtain the terms of reference of the in-depth analysis of ht child labour survey result from the general service of the Ministry Room No. 038 upon payment of Birr 50 (Fifty Birr) which is non-refundable. 

Eligible consulting firms with relevant qualification and experience and having renewed their licenses for 1997 E.C., and registered by the  Ministry of  Finance and Economic Development are invited to submit their technical and financial proposals in two separate wax-sealed envelopes within 20 days of the first announcement to General Service of the Ministry Room No. 038. 

The bid will be closed within 20 days of this 1 st announcement will be opened on the next day in the presence of bidders and/or their legal representative. 

The Ministry reserves the right to accept or reject any part or all bids.
