To: All contractors of Category GC/WC/BC class 3 & above with renewed license valid and VAT registered for year 1997 E.C. 

1.      Tigray Region Water Resources Development Commission has allocated a budget for  the construction & completion of LOT -1  and LOT-2 water supply schemes of Yechila and Abiy-Adi towns respectively, and now invites a wax-sealed bids from eligible  bidders for:

       Supply and installation of different types & sizes of pipes and fittings (including DCI pipes & fittings)

       Supply and installation of GRP clear water elevated Reservoir capacity f 250m3 (for Yechila town)

       Construction of  250m3 concrete reservoir (for Abi Adi town)

       Miscellaneous work at compounds of different sites such as construction of Guard house, Generator house etc

2.      A complete set of bidding documents may be purchased by any interested eligible bidder on the submission of a written application to Tigray Region Water Resources Development Commission and upon payment of non-refundable fee of Birr 2, 000 for each LOT. Additional set of documents may be purchased at the same price.

3.      Bidders may obtain further information from, and inspect the bidding documents, at the above Commission of office No. 5, Tel. 41 17 95, Mekelle.

4.      All bids must be accompanied by a bid security, in the form of an acceptable CPO or Bank Guarantee of Birr i.e. 100, 000 for each lot and must be delivered to Bureau of Water Resource Development Commission Office number 05 on or before 2:30 P.M. local time, on 09 March 2005.

5.      Both bids will be opened in the presence of bidders or their representatives who choose to attend on the same date and place at 3:00 P.M., at Tigray Region Water Resources Development Commission, Mekelle.

6.      The Construction of the works shall be completed within a maximum of 470 calendar days for each Lot from the signing of the contract agreement.

7.       Bidders may compete for one LOT or both LOT and are requested to fill all the necessary details in the schedules for a LOT or both.

8.      The employer will respond in writing or by cable to any request for clarification, which he receives earlier than 5 (Five) days prior to the deadline for the submission of bids.

9.      The bid evaluation and contract award will be on the bases of technical and financial evaluation.

10.  This invitation to bid is open to all bidders of categories GC/WC/BC 3 & above regularly registered with the Ministry of Infrastructure and with renewed license for the year under bid.

11.  The commission reserves the right to reject any or all the bids.

12.  Engineer cost estimate is attached with instruction to bids.
