Project Name:                         Gilgel Gibe II Power Transmission Project

Name of Promoter:      Ethiopian Electric Power Corporation (EEPCo)

Name of Contract:        Contract for Design, Supply, Erection, Installation and Commissioning of 400 and 230 kV OHTLs

 

1.      The Federal Government of Ethiopia has applied a loan from the European Investment Bank in Euros towards the cost of Gilgel Gibe II Power Transmission Project.  This international invitation for bidders relates to the contract for the overhead transmission lines mentioned in paragraph 2 below.

2.      The Ethiopian Electric Power Corporation now invites sealed bids from resourceful, competent and experienced firms for the design, supply, installation and commissioning of:

210 km single circuit, 400 kV transmission line from Gilgel Gibe II HEPP to New Sebetta 400/230/33kV substation with OPGW and Shield wire options;

w 20 km double circuit, 230 kV transmission line from New Sebetta 400/230/33 kV substation to Existing Sebetta substation with OPGW and Shield wire options;

w 45 km single circuit, 400 kV transmission line from Gilgel Gibe II HEPP to New Gilgel Gibe 400/230/132/33 kV substation with OPGW and Shield wire options;

w 5 km double circuit, 230 kV transmission line by cutting the 230 kV existing lines from Gilgel Gibe I to Ghedo and Wolkite to New Gilgel Gibe 400/230/132/33 kV substation;

w 5 km double circuit, 230 kV transmission line from New Gilgel Gibe 400/230/132/33 kV substation to the existing 230 kV cut lines i.e. Gilgel Gibe I to Ghedo and Wolkite with Shield wire.

The contract is expected to be implemented during the period mid 2005 until end-2007.

3.      Bidding will be conducted through the international competitive bidding procedure, and is open to all bidders.  The criteria for evaluation will be the economically most advantageous bid.

5.      The bid documents shall be available from EEPCo on January 10, 2005 and a complete set of bidding documents (non-transferable) in English may be purchased by interested bidders at the address stated above upon payment of a non-refundable fee of Ethiopian Birr 1,500 (One Thousand Five Hundred) or equivalent in a freely-convertible currency, for each set during office hours from 08:00 to 12:00 hours and 13:00 to 17:00 hours, local time, Monday through Friday on all working days.

6.      Bids must be delivered to the address stated in 4 above at or before 16:45 hours, local time on March 14, 2005.  All bids must be accompanied by a bid security of USD 500,000 or equivalent in a freely convertible currency.  Late bids will be rejected.  Bids will be opened in the presence of interested bidders or their representatives who choose to attend at the address below at 9:30 hours, local time on March 15, 2005.

7.      The Corporation reserves the right to reject any or all the bidders without assigning reason thereof and not bound to accept the lowest bid.
