Preparation of National Capacity
Needs Self-Assessment Action plan.
The Environmental protection
Authority of the Federal Democratic Republic of Ethiopia wants two
competent national consultants for the preparation of a National
Capacity Needs Self-Assessment Action plan in line with the National
Development Vision and the Environmental policy of the Federal
Democratic Republic of Ethiopia, the environmental conventions which
the country has ratified, and the various sectoral and
cross-sectoral plans programmes of the various Ethiopian Governments
organs implications on environmental protection.
One consultant is needed to focus on the implementation of
the Conventions on Biological Trade on Endangered Species.
Another consultant is needed to focus on the Transboundary
Movement of Hazardous Wastes (Basel and Bamako), persistent organic
pollutants, Prior Informed Consent and Vienna Convention and
Interested consultants are hereby
being invited to bid. They are required to submit technical and
financial proposals as per the following terms of reference within
20 /Twenty/ Days after the date of announcement.
Proposals should be submitted to the
Administration and Finance Service of the Environmental Protection
Authority, Office No. 11.

TERMS OF REFERENCE
Each national consultant will
perform the following tasks:
Stock taking (review
of obligations under each convention, review of priority issues in
convention implementation, analysis of Ethiopian Development,
policies, strategies and plans of relevance to environmental
assessment, taking into consideration synergies among the
environmental conventions and the various polices strategic and
plans of country with relevance to environmental protection;
A proposed action plan
for meeting those capacity needs identified;
serving as a resource person in consultative workshops organized to
review the consultant's report.
Each consultant will produce the
following reports, which must be of high quality
Capacity Assessment Report
Proposed Capacity Building Action Plan
Qualification and Experience
Post graduate degree
in environmental sciences, law or other relevant disciplines
experience (of at least 10 years) in the development and environment
field especially in the area of international environmental
conventions or environmental governance.
Good writing and
presentation skills in English and
