The Federal Food
Security Coordination Bureau is planning to under take a
comprehensive baseline survey for multi-donor supported National
Food Security Programs (Productive Safety Net and Other Food
Security Programs). In this effort, the Canadian International
Development Agency (CIDA), through the Ethiopian-Canada Cooperation
Office (ECCO), on behalf of the Federal Food Security Bureau wishes
to hire a competent local consultancy firm to undertake the baseline
to be conducted in 60 randomly selected food insecure Woredas in
four regions (Oromia, Tigray, Amhara and SNPP). The duration of the
survey will be 12 weeks and is aimed to commence from early
September and be completed at the end of November, 2005.
Potentials
consultancy firms with a valid license can obtain the Terms of
Reference (TOR) and other bid documents during working hours as of
July 18, 2005 from the address given below. CIDA reserves the right
to reject any or all of the proposals.
Interested
eligible consultancy firms are invited to submit their technical and
financial proposals in separate sealed envelopes no later than
August 5, 2005. Technical proposals will first be evaluated and only
those bidders who qualify on the technical evaluation will be
eligible for further review of the financial proposal. The contract
will not necessarily be awarded to the firm submitting the lowest
cost bid. The final section will not be based on an overall
assessment of value for money.
