The Ministry of

Technische Zusammenarbeit (GTZ) Capacity Building in Governance
Programme is undertaking developing a training policy and strategy
in order to enhance the staff capacity of the Ministry and its
competent consultants to bid for developing the training policy and
strategy of the Ministry.

competencies and capacity of the staff of the Ministry of Federal
Affairs and its affiliated institutions and their continuous
upgrading in line with the development priorities at all level. The
training policy and strategy should assist the speedy implementation
of the civil service reform and the tasks of the Ministry.

report covering an assessment, which shows the gaps in training and
development policy and strategy, and justifies whether the policy is
needed or not.
concept report on training and development policy strategy, which
attends the Ministry's needs.
To Provide a
training and development policy and strategy or legal document
report covering the results of the study recommendations for the
implementation of the proposed policy and strategy
Qualifications of bidders:
Broad practical experience of supporting or consulting
organization development, human resource management, training and
capacity development in the public sector.
Master's degree or ore in the relevant field of study
Note: if the
consultant is a firm at least one of the personnel to be assigned
for the task should have the above qualifications.
