The Government
of the Federal Democratic Republic of Ethiopia has received a grant
from the International Development Association (IDA) toward the cost
of the Road Sector Development Program Phase II Project (APL 1), and
it intends to apply part of the proceeds of this grant to payment
under the contract for Woreta-Woldia Road Upgrading Project
Contract-1 Woreta-Gob Gob, Lot 1: Woreta-Km 49 and Lot 2: Km 49-
Gob Gob. The
Ethiopian Roads Authority now invites sealed bids from eligible
bidders for Woreta Woldia Road Upgrading Project Contract-1
Woreta-Gob Gob; Lot 1 Woreta-Km 49 and Lot 2: Km 49-Gob Gob. The
works under Lot-1 and Lot-2 of this contracts consist of the
upgrading of the existing gravel surfaced road and realignments, as
needed, to a two lane asphalt (double surface treated) road of 7.0
meter carriageway width and 1.5 meter shoulders on each side
including construction of structures like bridges, culverts and
ancillary works along the road stretch. Some major items involved in

A specific
amount of the RSDP II (APL 1) has been earmarked under the "Capacity
Building of Domestic contractors" component, including this contract
under procurement, for the increased participation of domestic
contractors. This tender is therefore being conducted using
"National Competitive Bidding (NCB)" procedures with the following
provisions to assist bidders. (i) Bidders would not be required to
submit Performance Security except under exceptional situations
indicated in the bidding document, (ii) Retention Money is Raised to
10% in place of performance security, and (iii) The Employer would
include provisions to facilitate access for bidders in fulfilling
the requirements for an unconditional advance payment guarantee. The
constriction period is 1095 Calendar days. Bidding will be conducted
through the national competitive bidding procedures specified in the
World Bank's Guidelines: Procurement under IBRD Loans and IDA
Credits, January 1995 (revised January and August 1996 and September
1997), and is open to all bidders from eligible source countries as
defined in the guidelines. Interested eligible bidders may obtain
further information from and inspect the biding document at the
Ethiopian Roads Authority refer to at the address indicated in the
item No. (2) below from 8:30 – 12:30 and 13:30-17:30 Monday through
Friday. A complete set of bidding documents in English language may
be purchased by interested bidders on the submission of a written
application to the address below and upon payment of non-refundable
fee of Ethiopian Birr 3,000 on or after 4th July 2005.
The method of payment will be in cash or bank certified check. Bids
must be delivered to the address below by 6th September,
2005, 2:30 P.M. or before. Late beds will be rejected. Bids will be
opened in the presence of bidders/representatives who choose to
attend at the address indicated in the item No. (1) below at 2:30
P.M. September 6, 2005 for Lot 1 and 3:30 P.M. September 6, 2005 for
Lot 2.
