1.      Debub University intends to procurement Chemicals, Glass wares, Electronics, Medical and other types of equipment.

2.      All materials and equipment cited above to be supplied from any eligible source under this tender must be confirm to international standards and norms.

3.      Bids are invited from eligible bidders for the supply of the following  materials and equipment:

Lot 1  Computers & Accessories

Lot 2  Photocopiers

Lot 3  Printers

Lot 4 Multi Media digital language Laboratory

Lot 1  Medical equipment & related items

Lot 2  Teaching Laboratory equipment & related items

Bid No. 4  Standby high voltage generator

(600KVA) selection based on offer specification.

4.      Bidders have the option to bid for all the lot or only one lot. Bids will be evaluated and contracts awarded for each lot taking into account technical compliance to the given specification, the shortest delivery time and the lowest evaluated price of the lots, which will be the basis for award of the contracts. Bidders not providing a technically responsive offer for at least 80% of the items in a lot will be treated as incomplete and rejected as non- responsive. The Purchaser will have the right to evaluate and award the contract for each item in a lot on item by item basis if there are not three over 80% technically responsive offers. For the purpose of evaluation only, where the bidders has bid for incomplete bid  but for more than 80% of the items  the average bid price for the  missing items will be used.

5.      Detail information will be found in the bidding document which is obtainable during working hours from property section of the University, Awassa, or from Ministry of Education, Office No. 119, Debub University liaison office upon payment of a non-refundable amount of Birr 150 (One Hundred Fifty) for each bid beginning from March 16, 2005. In addition to the hard copy, bidders can have a diskette copy of bidding document. But they are required to bring their own floppies for this purpose.

6.      Bidders requiring bidding document by first class air mail should send crossed bank draft of Birr 200 (Two Hundred) or an equivalent amount in foreign currency drawn in favor of Debub University in addition to the price of document indicated in para. 5 above.

7.      Sealed bids must be submitted with the marking Tender No. 01/1997/2005 specifying the specific bid with the address stated in para. 8 below.

8.      All bids must be accompanied by a bid bond amount , Birr 30,000 (Thirty Thousand) or an equivalent amount in the form of  bank guarantee or C.P.O cheque established through any commercial  bank in Ethiopia for each  bid and addressed to Debub University, P.O. Box 05, Tel. 251-06- 20 69 28/ 20 96 76/77/78, Awassa so as to reach it on or before April 25 at 10:00 A.M. Bidders are advised to accompany their  signed offer with Microsoft EXL 2000 programme file diskettes and are also required to strictly follow the item Nos. in the document.

9.     Bids received by the said deadline will be publicly opened in the presence of bidders or their representatives at 10:00 A.M. on the same date at Awassa College of Agriculture (ACA).

10.  Bids received after the tender box has been sealed will be rejected and returned unopened..

11.  Original catalogues indicating the specifications, samples where necessary and sources of products must be attached. Items quoted without reference to an appropriate catalogue will be rejected. If photocopies have to be used in the quotation the document must be clear and legible and the source of the products must be clearly indicated on the leaflet.

12.  Offer prices for those items which require erecting and testing should be indicated separately on item basis. Inland transportation & other incidental costs should also be indicated.

13.  Debub University reserves the right to reject any or all bids.
