1.      The Federal Democratic Republic of Ethiopia has received loan from IFAD toward the cost or Rural Financial Intermediation Programme (RUFIP), and intends to apply part of the proceeds of this credit to payments under the Contract for procurement of computers, printers and UPS with accessories.

2.      The Development Bank of Ethiopia (DBE, Programme Coordination and Management Unit (PCMU) now invites sealed bids from eligible and qualified bidders for:

Lot 1. 30 units of desktop computers

Lot 2. 30 units of printers

Lot 3. 30 units UPS and accessories

3.      Bidders have the option to bid or one or more lots.  Bids will be evaluated and contract awarded on a lot-by-lot basis.  Bidders are required to offer a technically responsive bid for 100% of the quantities in each lot.  Bidders who have not offered a technical responsive bid for 100 of the quantities in each lot, the offer will be considered incomplete and rejected as non-responsive.

4.      Bidding will be conducted through the National Competitive Bidding (NCB) procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from Eligible Sources Countries as defined in the Guidelines.

5.      Interested eligible bidders may obtain further information from Development Bank of Ethiopia (DBE); Programme Coordination Management Unit (PCMU) and inspect the bidding documents at the address given below on week days from 8:30 A.M. to 5:00 P.M. working hours.

6.      A complete set of bidding documents in English may be purchased by interested bidders on submission of a written application to the address given and upon payment of a non-refundable Ethiopian Birr 100 in cash or in CPO.

7.      Bids must be delivered to the address below at or before April 19, 2005 at 3:00 P.M. All bids must be accompanied by a bid security of 2 (Two) percent of the total bid amount in a freely convertible currency.  Late bids will be rejected.  Bids will be opened in the presence of the bidders/representatives who choose to attend at the address below on April 19, 2005 at 3:15 P.M. at the Conference Room of DBE, 4th floor.
