1.      The Federal Democratic Republic of Ethiopia has received a credit from the International Development Association toward the cost of Agricultural Research and Training Project, and it intends to apply part of the proceeds of this credit to payments under the contract for the SUPPLY OF BOOKS.

Bidders have the option to bid for any one or more lots.  Bid will be evaluated and contract(s) awarded for each lot taking into account, discounts offered, if any, for combined lots in determining the lowest evaluated cost of all lots which will be the basis for award of contract(s).  However, bids not offering at least 70% of the titles in a sub-lot will be treated as incomplete and rejected as non-responsive unless no complete bid is received for the lot in which case the purchaser will evaluate and award the contract(s) for each item in the lot.  Bidders may offer alternative titles to those requested.  for evaluation purposes, the cost of missing items will be calculated by using the average price by other bidders.

3.      Bidding will be conducted through the international competitive bidding procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders form eligible source countries as defined in the Guidelines.

4.      Interested eligible bidders may obtain further information from the ARTP Coordination Office at Alemaya University and inspect the bidding documents at the address given below from 8:30-12:30 A.M. and from 2:30 to 5:30 P.M. local time from Monday to Friday.

5.      A complete set of bidding documents in English may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a non-refundable fee of Birr Five Hundred or equivalent amount in a freely convertible currency.  The method of payment will be in the form of cashier's certified or crossed check or a bank draft in favor of the Alemaya University.

6.      Bids must be delivered to the address below at or before 10:30 A.M. on May 04, 2005.  All bids must be accompanied by a bid security of at least 2% of the bid price in the currency of the bid or an equivalent amount in a freely convertible currency.  Late bids will be rejected.

7.       ids will be opened in the presence of the bidders/representatives who choose to attend at the address below at 10:30 A.M. on May 04, 2005.
