This invitation for bids follows the General Procurement Notice for
this Project
that appeared that appeared in Development Business, issued
No. 677 of
March 31, 2004.
2.
The Federal Democratic Republic of Ethiopia has received a credit
from the
International Development Association toward the cost of
Public Sector
Capacity Building Program (PSCAP), and intends to apply part
of the proceeds
of this credit to payments under the contract for the Supply
and Delivery of
Photocopier Machines.
3.
The Ministry of Capacity Building-Programs Finance & Budget
Administration
Directorate (PFBD) now invites sealed bids from eligible
bidders for the Supply
and Delivery of the following Photocopier machines:

Bidders have the option to bid for one or more lots. Bids will be
evaluated and
contracted on a lot-by-lot basis. Bidders are required to quote a
technically
responsive bid for all quantities in each lot. Bidders who have not
quoted a
substantially responsive bid for 100% of the quantities in each lot
will be
considered as incomplete and rejected as non-responsive.
4.
Bidding will be conducted through the international competitive
bidding
procedures specified in the World Bank's Guidelines:
Procurement under IBRD
Loans and IDA credits, and is open to all bidders from
eligible source countries
as defined in the Guidelines.
5.
Interested eligible bidders may obtain further information from the
Project
Coordination office of PSCAP and inspect the bidding
documents at the
address below from 9:00 A.M. to 12:00 A.M. and 2:00 P.M.-5:00
P.M. (Local
time Monday-Friday.)
6.
A complete set of bidding document in English may be purchased by
interested
bidders as of APRIL 1, 2005- (Monday-Friday: 9:00 A.M.-12:00
noon and 2:00-
5:00 P.M.) on the submission of a written application to the
address below and
upon payment of non-refundable fee of Birr 270 (Two Hundred
Seventy Birr)
or USD 30 (Thirty USD) or an equivalent amount in a freely
convertible
currency. The method of payment will be Cash or Cashier's
Check.
7.
The Bidding document will be sent by first class mail for overseas
bidders who
send a Crossed Bank Draft of Birr 310 ( Three Hundred Ten Birr ) or
USD 35
(USD Thirty Five) or an equivalent amount in a freely convertible
currency in
addition to the price of the document to the address given below.
However,
Ministry of Capacity Building will not take any responsibility for
a late/non-
delivery of the bidding documents sent by mail. No extension in bid
submission
date is permitted on this account.
8.
Bids must be delivered to the address below at or/before 2:00 P.M.
(local time)
on May 18, 2005. All bids must be accompanied by a bid
security of not less
than 2% of the bid price or in a freely convertible currency.
Late bids will be
rejected.
9.
Bids will be opened in the presence of the bidders and/or their
representatives
who choose to attend at the address at 2:30 P.M. (local time)
May 18, 2005.
