The Deutsche Gesellschaft fuer Technische Zusammenarbeit (GTZ) in cooperation with the Federal Democratic Republic of Ethiopia plans to undertake a Woreda and Municipality benchmarking study that is intended to strengthen the Local Government level and to keep track of its development.  The study is divided into two parts: part 1 comprises the development of a system and methodology for the base line study and benchmarking.  Part 2 is the execution of a Wordea-City Government survey.  GTZ is looking for a national consultancy firm that is capable of carrying part 2 of the study.

Objective of the Survey

The overall objective of the Woreda-City Government survey is the collection and interpretation of data, in 48 sample Woredas and 30 sample City Governments, on their present institutional (governance) system, their financial and human resource management system and their service delivery capacity and capability for selected services.

Expected Output

The Consultancy firm is expected to deliver (a) an information system on the situation of Woreda-City Governments and it has to be IT based and flexible enough to be expanded both horizontally as well as vertically, and (b) a manual on the survey that allows the repetition of similar surveys.

Required Qualifications of Bidders:

1.       Only Consultancy firms with a broad experience of conducting quantitative and qualitative surveys can participate in the bidding

2.       The bidding Consultancy firm should prove that it can provide:

2.1.A Team Leader:

w        A minimum qualification of Master's Degree in one of the Social Sciences;

w        A wide experience of planning coordinating and conducting qualitative and quantitative surveys (preferably with international organizations);

w        A sound knowledge of data analysis interpretation, preferably with the application of SPSS (Statistical Package for Social Sciences)

2.2.Data Analysis Expert:

   A minimum of first degree in statistics

   Good knowledge of standard computer applications

  Intensive working knowledge of SPSS computer programme; with detailed
  know-how of data entry, quality control, using of SPSS features for data 
  analysis etc. (Mandatory qualification)


   With a minimum of first degree;

   Previous experience of interviewing and data collection in quantitative as well
     as qualitative

     surveys (preferably on bid-scale surveys);

   Good command of English (for all interviewers)

   Mixture of sufficient interviewers who speak the local interview languages
     (Amharic, Oromiffa, and Tigrigna)

2.4. Data Entry Personnel:

w        Adequate knowledge of operating computers;

w        Preliminary knowledge (if possible);

w        Previous data entry experience (if possible)

Terms of Reference

Interested bidders can obtain the terms of reference for the study from the GTZ Office Addis Ababa located at the Ethio-China Friendship Avenue Kirkos Kifle Ketema, Kebele 04, and House No. 1228 upon payment of birr 50 (fifty) which is non-refundable.

Eligible consulting firms with relevant qualification and experience and registered by the Ministry of Finance and Economic Development and invited to submit their technical and financial proposals in two separate wax-sealed envelopes up to Tuesday 22 March 2005 at 5:00 P.M. to the GTZ Office marked as follows:

Benchmarking Study

The bid will be opened on Wednesday 23 March 2005 at 10:00 A.M. in the presence of the bidders and/or their legal representatives who wish to attend, in the conference hall of the GTZ Office.
