Federal Democratic Republic of Ethiopia, Ministry of Health intends
to purchase Medical equipment for Blood Transfusion Centers using
funds received from The President Emergency Plan for AIDS Relief
The Ministry of Health now invites sealed bid from eligible
bidders for the supply of medical equipment categorized in five lots
baled on their medical purpose.
Bidders have the option to bid for any one or more lots. Bids
will be evaluated on lot by basis. Bidders are required to offer
100% of acceptable items in Lot I and Lot II. Bidders not offering
100% of the items in these lots will be treated as incomplete, and
will be rejected as non-responsive. If none of the bidders offers
100% acceptable items for Lot I and Lot II, then those bidders with
at least 80% acceptable items will be considered for lot basis
evaluation. However, for Lot III, IV, and V, 80% and above of
acceptable items will be considered as complete and responsive.
Bidders not offering a technically responsive bid for at least 80%
acceptable items of these lots will be rejected as non-responsive.
If none of the bidders offer at least 80% acceptable item for Lot
III, IV, and V, then those bidders with less than 80% acceptable
items will be considered for an item evaluation.

A complete set of bidding documents may be purchased by
interested bidders from the above mentioned office and upon payment
of a non-refundable fee of Birr 200 or in an equivalent amount of
freely convertible currency. Bidders who wish the bidding documents
to be sent by express mail shall pay an additional fee of Euro 35 or
its equivalent in any convertible currency. The method of payment
will be in cash or in bank cheque.
Bids must be delivered to the above-mentioned office on or
before 2:00 P.M. on August 2, 2005 and must be accompanied by a
maximum security of Birr 80,000 or in a freely convertible currency
for all lots and per lot, it should be as follows: Lot 1:50,000
Birr, Lot II:10,000 Birr, Lot III: 5,000 Birr, Lot IV:10,000 Birr,
Lot V: 7,000 Birr.
Bids will be opened in the presence of
bidders/representatives who choose to attend at 2:30 P.M. on August
2, 2005 at the office of the secretary of the tender committee,
