1. This
Invitation for bids follows the General Procurement Notice for this
project that appeared in Development Business, issue no. 627 of
March 2004.
2. The
Federal Democratic Republic of Ethiopia has received credit form the
International Development Association toward the cost of Public
Sector Capacity Building Program-(PSCAP) and it intends to apply
part of the proceeds of this credit to payments under the Contract
for Supply and Installation of Recording and Transcribing
Machines.
3. The
Ministry of Capacity Building- Programs Finance and Budget
Administration Directorate now invites sealed bids form eligible
and qualified bidders for Supply and Installation of recording
and Transcribing Machines. Bidders must be bid all the items and
in the quantities specified for the lot. Partial bids will be
rejected as non responsive.

4.
Bidding will be conducted through the International
Competitive Bidding (ICB) and governed by procedures and rules
specified in the World Bank’s Guidelines :Procurement under IBRD
Loans and IDA Credit, and is open to all bidders form Eligible
Source Countries as defined in the Guidelines.
5.
Interested eligible bidders may obtain further information
form Programs Finance and Budget Administration Directorate,
Ministry of Capacity Building Office and Inspect the bidding
documents at the address given below form 9:00 to 12:00 A.M. and
form 2:00 to 5:00 P.M. (Local time) Monday to Friday.
6. Qualification
requirement include: Bidders must Manufacturing-ISO Quality
Certificate or the equivalent and documentary evidence of part
performance and capacity in last five years with similar assignments
together with their bids. Margin of preference for eligible national
Manufactures shall be applied. Additional details are provided in
the bidding documents.
7. A
completed set of bidding documents in English Language may be
purchased by interested bidders as of 25 November 2005 form 9:00
-12:00 A.M. and 02:00-5:00 P.M. (Monday to Friday) on the
submission of a written application to the address below and upon
payment of a non-refundable fee of Birr 300 (Birr Three Hundred) or
USD 35 (USD Thirty Five) or an equivalent amount in a freely
convertible currency. The method of payment will be Cash or Cashier
Check.
8. The
bidding documents will be sent by first class mail for overseas
bidders who send a Crossed Bank Draft of Birr 300 (Three Hundred) or
USD 35 (Thirty Five) or an equivalent amount in a freely convertible
current in addition to the price of the document to the address
given below. However, Ministry of Capacity Building will not take
any responsibility for a late/non delivery of the bidding documents
sent by mail. No extension in bid submission date is permitted on
this account.
9. Bids
must be delivered to the address below at or before 10:00 A.M.
(local time). Electronic bidding will not be permitted. Late
bids will be rejected. Bids will be opened in the presence of the
bidders/representatives who choose to attend in presence at 10:15
A.M. (local time) on 11 January 2006. All bids must be
accompanied by a bid security of ETB 100,000 or an equivalent amount
in a freely convertible currency.
