1.      This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, issue No. Tig/HPS/001/2006 July 26, 2006.

2.      The Tigray Regional State thorough the Government of Ethiopia has received credit from the International Development Association toward the cost of the Water Supply and Sanitation Project and it intends to apply part of the proceeds of this credit to payments under the Contract for Procurement of Hand Pumps and Spare parts for the Rural Water Supply Program in the Region.

3.      Stocking and delivery requirements: The successful bidder is required to (i) set up stocking/delivery points at (Mekelle Central warehouse of the bureau (ii) deliver the pumps and parts at these points (iii) hand over the pumps and parts to authorized users who will approach the stockist with authority slips for specific parts and quantities.

4.      The Tigray Regional Water Resources, Mines & Energy Bureau now invites sealed bids from eligible and qualified bidders for the supply of 270 Afridev hand pumps. The Bureau may purchase additional hand pumps from the same supplier provided the performance during the first lot purchase is satisfactory. Bidders are required to supply the pumps at the above indicated distribution outlet centers and keep spare parts shop as well as the hand pumps for collection by the community at different time through the year.

5.      Bidding will be conducted through that National Competitive Bidding (NCB) a procedure specified in the World Banks’ Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from Eligible Source Countries as defined in the Guidelines.

6.      Interested eligible bidders may obtain further information from the address given below and inspect the bidding documents at the address from 8:30 A.M. to 5:30 P.M. Monday to Friday.

7.      Qualification requirements include: (technical, financial, legal and other requirements). Additional details are provided in the bidding documents.

8.      A complete set of bidding document in English language may be purchased by interested bidders on the submission of a written Application to the Tigray Regional State Water Resources, Mines & Energy Bureau at the address given below and upon payment of a non-refundable fee of Birr 250. The method of payment will be in cash or cheque against receipt. The Bidding Documents will be conducted by a person delegated by the bidder.

9.      Bids must be delivered to Tigray Regional State Water Resources, Mines & Energy Bureau Procurement Section, Room No. 05, P.O. Box 520, Telephone No. 034 441 17 95, Mekelle Town at or before 2:00 P.M. and September 8, 2006. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders/representatives who choose to attend in person at 3:00 P.M. and September 8, 2006. Bids shall be valid for a period of Ninety (90) days after bid opening and must be accompanied by a bid security of not less than 2% of the total bid price in local currency.

10.  Tigray Regional State Water Resources, Mines & Energy Bureau reserves the right to reject all or part of the bid.
