Federal Democratic Republic of Ethiopia has received a credit from
the international Development Association towards the cost of
Capacity Building for Decentralized Service Delivery project and
intends to apply part of the funds to cover eligible payments under
the Contract for the Jimma Urban Drainage Rehabilitation Contract
for which this invitation for bids is issued.
Urban Development Capacity Building Office (UDCBO) of the Ministry
of Works and Urban Development now invites sealed bids from eligible
bidders for the Jimma Urban Drainage Rehabilitation Contract.
Bidding will be conducted through the International Competitive
Bidding (ICB) procedures specified in the World Bank’s guidelines:
Procurement under IBRD Loans and IDA Credits and is open to all
bidders from eligible source countries as defined in the guidelines.
Domestic Contractors of Category GC/WWC 4 and above, with licenses
valid for the year 2005/6 are eligible to participate in the bid.
Qualified domestic contractors may be eligible to receive a margin
of preference of 7˝ percent in bid evaluation.

Qualification requirements include following minimum
(a) An average annual financial
amount of construction work over the period of five (5) of at
least 1.5 time bidders own price.
(b) Experience as prime
contractor in the construction of at least two (2) works of a
nature and complexity equivalent to the Works over the period of
five (5) years (to comply with this requirement, works cited
should be at least 70 percent complete);
(c) Proposals for the timely
acquisition (own, lease, hire, etc) of the essential equipment
listed in the GDS;
(d) A Project Manger with
six years’ general experience including not less than four
years of experience in works of similar nature; and
(e) Liquid asses and/or credit
facilities, net of other contractual commitments and exclusive of
any advance payments which may be made under the Contract, of not
less than Birr 1,250,000 or an equivalent amount in a freely
complete set of bidding documents in English may be purchased by
interested bidders on the submission of a written application to the
address above and upon payment of non-refundable fee of ETB 400
(Four Hundred Ethiopian Birr) or an equivalent amount in a freely
convertible currency in the form of cash or cashiers check. The bid
