1.      This Invitation for bids follows the General Procurement Notice for this project that appeared in Development Business Website, on November 22, 2004 for the Ethiopian Water Supply and Sanitation Program.

2.      The Government of Ethiopia has received financing form the International Development Association toward the cost of the water supply, sanitation and Hygiene project and it intends to apply part of the proceeds of this credit to payment under the Contract for procurement of Hand pumps and Spare parts Tender I.D. No. ARWRB.HP/001/2006 for the Rural Water Supply and Sanitation Program in the region.

3.      The Amhara Regional Water Resources Bureau now invites sealed bids from eligible and qualified bidders for the supply of 425 Afridev hand pumps, 75 Indian Mark II hand pumps, spare parts, and installation & maintenance tools. Partial bid will not be acceptable.

4.      Bidding will be conducted through International Competitive Bidding (ICB) as specified in the World Bank Guidelines: Procurement under IBRD Loan and IDA Credits, and is open to all bidders from eligible sources countries as defined in the Guidelines.

5.      Interested eligible bidders may obtain further information from and inspect the bidding documents at the time and address: from 8:30 A.M. to 12:30 P.M. and from 1:30 P.M. to 5:30 P.M. local time from Monday to Friday in Amhara Water Resources Development Bureau office.

6.      To be qualified for the award of contract, supplier should have delivered at least two contracts of a similar type and quantity in the last five years, and pumps must be manufactured by companies that have fabricated afridev and Indian Mark II hand pumps for at least three years in annual quantities at least three times that to be supplies under this contract. Additional details are provided in the bidding documents.

7.      A complete set of bidding document in English may be purchased directly from the Amhara Water Resources Development Bureau, Procurement Department Ground floor, Room No. 06 Bahir Dar upon payment of a non-refundable fee of Birr 260 or USD 30 by interested bidders on the submission of written application.

8.      Bids must be delivered to the Amhara Regional Water Resources, Bureau, Regional Procurement Department office, and 1st floor, Room No. 06, Bahir Dar at or before 10:00 A.M. January 25, 2007. Electronic bidding will not be permitted. Late bids will be rejected.

9.      Bids will be opened in the presence of the bidders or representatives who choose to attend in person at 10:30 A.M. on January 25, 2007 at Amhara Regional Water Resources Bureau.. Bids shall be valid for a period of One Hundred Twenty (120) days after bid opening and must be accompanied by the bid security of not less than 2% of the total price in Ethiopian Birr or an equivalent amount in a freely convertible currency.
