The Government of the Federal Democratic Republic of Ethiopia (FDRE) has received a loan from the African Development Bank (ADB) and intends to apply part of the proceeds of this loan for eligible payments for civil works under the contract for the Wacha-Maji Road Upgrading Project.

The Ethiopian Roads Authority (ERA), duly representing the Government of the Federal Democratic Republic of Ethiopia (FDRE) now invites sealed bids from eligible bidder for the project, which is located in the Southern Nations, Nationalities and People Regional State in Bench Zone in the South West of Ethiopia. The project road is about 175 km long and it is to be bid as one (1) contract. The terrain varies from flat/rolling to mountainous.

Procurement for civil works will be conducted through International Competitive Bidding (ICB) procedures in accordance with the ADB’s Rules of Procedures for Procurement of Goods and Works, January Edition 2000 and is open to all bidders from eligible source countries as defined in the rules. Any materials, equipments and services to be used in the performance of the contract shall have their original from eligible source countries.

Qualified regional bidders will receive a margin of preference of 7.5 % during bid evaluation.

Interested eligible bidders may obtain further information from, and inspect the bidding documents at the Ethiopian Roads Authority from 8:30 A.M. -12:30 A.M. and 1:30 P.M. -5:30 P.M. from Monday to Thousand and from 8:30 A.M. – 11:30 A.M. and 1:30 P.M.-5:30 P.M. on Friday at the following address:

A complete set of bidding documents in English language may be purchased by interested bidders starting from 31 December 2006, on the submission of  a written application to the address provided above and upon payment of a non-refundable fee of Ethiopian Birr 3000 or  its equivalent in a freely-convertible currency. The method of payment will be cashier’s check or direct deposit to ERA’s account NBE A/C No. GOV.0160101011500.

The document will be sent by registered airmail if required so by prospective applicants but under no circumstances ERA will be held responsible for late delivery or loss of the documents so mailed.

A pre-bid meeting will be held at the ERA Conference Room starting 14:30 hrs on Friday 9 February 2007. A mandatory official site visit will be conducted on 2 February 2007 at 09:00 hrs starting from Addis Ababa, ERA Headquarters Offices, Bids from contractors that have not attended the site inspection will be rejected.

Bids must be delivered in sealed envelopes to the address below on or before 14:30 hrs Monday 05 March 2007. Bids shall be valid for 120 days after bid opening and must be accompanied by a bid security amounting to 8 million in Ethiopian Birr, or an equivalent amount in a freely coverable currency. Bids will be opened in the presence of bidders/representatives who choose to attend at the opening ceremony at ERA’s conference room immediately after 14:30 hrs on Monday 05 March 2007.
