Description

 

1.      Debub University intends to procure Electronics, Medical and Teaching Laboratory equipment, Materials and Glassware.

2.      All materials and equipment cited above to be supplied from any eligible source under this tender must confirm to international standards and norms.

3.      Bids are invited from elgible bidders for the supply of the following materials and equipment:

Bid No. 1 Electronics and Related Items

            Lot 1:    Computer and Accessories

            Lot 2:    Printer and Photocopier

Bid No. 2 Medical & Teaching Laboratory Equipment, Materials and
                 Glasswares

            Lot 1:    Medical equipment & related items

            Lot 2:    Teaching laboratory equipment & related items

            Lot 3:    Glasswares

4.      Bidders have the option to bid for all the lots or only one lot. Bids will be evaluated and contracts awarded for each lot taking into account technical compliance to the given specification, the shortest delivery time and the lowest evaluated price of all lots, which will be the basis for award of the contracts. Bidders no providing a technically responsive offer for at least 80% of the items in a lot will be treated as incomplete and rejected as non-responsive. The purchaser will have the right to evaluate and award the contract for each item in a lot on item by item basis if there are not three over 80% technically responsive offers. For the purpose of evaluation only where the bidder has bid for incomplete bid but for more than 80% of the items the average bid price for the missing items will be used.

5.      Detail information will be found in the bidding document which are obtainable during working hours from Property and Procurement Section of the University, Awassa, or from Ministry of Education Office No. 119, Debub University Liaison Office upon payment of a non-refundable amount of Birr 200 (Two Hundred Birr) for each bid. In additional to the hard copy. Bidders can have a diskette copy of bidding document. But they are required to bring their own floppies for this purpose.

6.      Bidders requiring bidding document by first class air mail should send crossed bank draft of Birr 200 (Two Hundred) or an equivalent amount in foreign currency drawn in favor of Debub University in additional to the price of document indicated in para. 5 above.

7.      Sealed bids must be submitted with the marking tender No. 12/1998/ICB/2006 procurement of specifying the specific bid with the address stated in para. 8 below.

8.      All bids must be accompanied by a bid bond amount, Birr 30,000 (Thirty Thousand) or an equivalent amount in the form of Bank guarantee or C.P.O. cheque established 0 through any commercial bank in Ethiopia for each bids and addressed through any commercial bank in Ethiopia for each bids and addressed to Debub University, P.O. Box 05, Tel. 251-46 220 69 28/220 96 76/77/78, Awassa so as to reach it on or before March 27, 2006 at 10:00 A.M. Bidders are advised to accompany their signed offer with Microsoft EXL 2000 programme file diskettes and are also required to strictly follow the item Nos. in the document.

9.       Bids received by a said deadline will be publicly opened in the presence of bidders or their representatives at 10:00 A.M. on the same date.

10.   Bids received after the tender box has been sealed will be rejected and returned unopened.

11.  Original catalogues indicating the specifications, samples where necessary and sources of products must attached. Items quieted without reference to an appropriate catalogue will be rejected. If photocopies have to be used in the quotation the document must be clear and legible and the source of the products must be clearly indicated on the leaflet.

12.  Offers prices for those items which require erection and testing should be indicated separately on item basis. Inland transportation & other incidental cost should also be indicated.

13.  Debub University reserves the right to reject any or all bids.
