have the option to bid for all the lots or only one lot. Bids will be
evaluated and contracts awarded for each lot taking into account
technical compliance to the given specification, the shortest delivery
time and the lowest evaluated price of all lots, which will be the
basis for award of the contracts. Bidders no providing a technically
responsive offer for at least 80% of the items in a lot will be
treated as incomplete and rejected as non-responsive. The purchaser
will have the right to evaluate and award the contract for each item
in a lot on item by item basis if there are not three over 80%
technically responsive offers. For the purpose of evaluation only
where the bidder has bid for incomplete bid but for more than 80% of
the items the average bid price for the missing items will be used.
