Description

 

1.      The Ethiopian Electric Power Corporation (hereinafter referred to as the Corporation) as executing agent on behalf of the Federal Democratic Republic Government of Ethiopia is implementing the project for the infrastructures for compensation resettled farmers who have been affected 20 years ago during Melka Wakana Hydro Electric Power plant construction, Tender RHPP4/98. Thus all Local competitive Bidders having Trade having Trade license, VAT registration, BoWaUD’s certificate & MoFaED registration valid for 1998 Ethiopian Calendar are hereby invited to conduct for the following projects. The Tender documents contain three parts (LOT-1, LOT-2 and Lot-3)

LOT-1 : Construction of Bridges and Roads at Bale-Arssi on River Wabie, with having     
               Category GC/RC class there and above.

LOT -2: Health Center at Bale-Misrra Farmers Village, with having Category GC/BC
              Class Six and above.

LOT -3: Drilling deep potable water wells at Bale-Ibssa, Wabie, Jagano, Boneya &
             Qonsho Framers Villages
, with having Category of grade Four and above.

All interested and eligible bidders are invited to this tender and a complete set of documents could be purchased against payment of non-refundable fee(s) of Birr 300 (Birr Three Hundred for LOT -1, LOT -2 and LOT -3), 100 (Birr One Hundred for LOT-1), 100 (Birr One Hundred for LOT -2), 100 (Birr One Hundred for LOT-3).

2.      The total tender price and bill of quantities shall be given in Ethiopian Birr, besides, the bidders should include 15% VAT and contingency 20% in their bill of quantities.

3.      The bidders should specify for each LOT the schedule of completion time.

4.      After award of the contract, deviation from the schedule of completion time may result in payment of the supervision cost of man month rate of the consultant.

5.      To qualify for the tender, bidders should have sufficient experience in each individual LOTS.

6.       Bidders are allowed to bid and submit for all LOTS and/or individual LOTS. Bids submitted for All LOTS are more preferable and bids submitted for individual LOTS will be also considered as responsive Tender. (if a bidder requires the whole tender document in floppy disk, flash disk or CD it is allowed to collect from Power Plants Rehabilitation Project Office at Mexico Square.)

7.       Elevation of the Offer shall be undertaken in two stages:

a.       Preliminary Examination

In this initial stage preliminary examination for eligibility like presentation of valid Bid bond, trade license, VAT registration, BoWaUD’s certificate, MoFaED registration, power of attorney, qualification of the bidder, professionals assigned for each individual LOTS for with having valid licenses for 1998 Ethiopian Calendar & all tender requirements are renewed. Failure to comply with these requirements shall result in immediate rejection.

b.       Elevation for ranking

In this stage technical & financial merit point method shall be applied to determine the prospective bidder as per the tender requirements. The merit points are taken out of 100% (70% for technical offer and 30% for financial offer). In the technical evaluation (70%), quantity and quality of resources developed and proposed detail schedule for each individual LOTS activities are weighted, while the 30% financial merit will be given to the lowest tender price.

8. Tender documents will be available from January 30, 2006, onwards.

9. Interested bidders may visit the sites if they wish, covering the required cost

10. The Bid must be accompanied by a security of not less than 2% (two percent) of the
      total bid price for all and/or individual LOTS contract components in the form of  
      certified check or Bank guarantee from a reputable domestic Bank

11. Offers should be delivered to the foregoing address on or before February 27, 2006 at
      16:00 Hrs. local time.

12. Technical & Financial Offers will be opened on February 28, 2006 at 10:00 hrs local
      time at the EEPCo. Club, Mexico Square, Addis Ababa. Bidders are advised to
      attend this tender opening session.

13. The Ethiopian Electric Power Corporation (EEPCo) reserves the right to reject any
      or all bids.
