1. This
Specific Procurement Notice follows the General Procurement Notice
for this project which appeared in Development Business Issue No.
554 dated 16th March 2001.
2.
The Federal Democratic Republic of Ethiopia (FDRE) has
received a loan from African Development Fund in the amount of UA
29.67 million towards the cost of Primary Health Care Project, and
intends to apply part of the proceeds of the loan to cover eligible
payments under the Contracts or the Construction of twenty-one (21)
Health Centers under Four packages in zones and special woredas
(districts) of Southern Nations, Nationalities and peoples Regional
Government.
3. The
Ministry of Health now invites sealed bids from prospective bidders
for the construction of any or all of the Health Centers listed
below. Bidding is open to all bidders from eligible member countries
as defined in the ADB’S Rules of procedure for the Procurement of
Goods and Works. In case of domestic contractors, It is also open to
those in GC 3 or BC 3 Category and above, who have been register
with the Ministry of Works and Urban Development of FDRE and have
renewed their licenses for the current year 2005/2006.

4. Complete
set of bidding documents (and additional copies) may be purchased
from the Federal Ministry of Health, Tender Office, Room No. 3.1.,
located at Ledeta Sub City Kebele 07/14, H. No. 877, P.O .Box 1234,
Fax +251-11 551 26 91, Telephone +251 11 53 51 55 upon payment of a
non-refundable fee of Birr 2000 (Two Thousand Birr) or its
equivalent amount in freely convertible currency for each set and
package. Interested eligible bidders may obtain further information
and inspect the bidding documents from panning and programming

5. The
instruction to bidders and general conditions of contract contained
in the bidding documents comply with the Bank’s Standard Bidding
Documents for the procurement of Goods/ Works, January 2000.
6. Bids
shall be valid for period of 120 (Hundred Twenty) days after bid
opening and must be accompanied by a security deposits in the amount
for each package of Birr 100,000 (Hundred Thousand Birr) in local
currency or its equivalent in a freely convertible currency in the
form of bank guarantee from a reputable bank, and be delivered to
the Federal Ministry of Health, Tender Office, on or before 2:00
office on 16 September 16, 2006. Bids will be opened in the presence
of bidders’ representatives who choose to attend on the same office
on September 2006 at 2:30 P.M. local time.
7.
Qualified domestic bidders will be eligible to receive a
margin of preference of 10% in bid evaluation.
