1. The
Federal Democratic Republic of Ethiopia has received credit from the International Development Association toward the cost of Post
Secondary Education Project (PSEP), and it intends to apply part of
the proceeds of this credit to payments under the contract
“Procurement of books for Higher Education System Support
Institutions”.
2. The
Ministry of Education now invites sealed bids from eligible and
qualified bidders for Specialized teaching books. The delivery
period is 16 weeks from day of opening the letter of credit.
3. Bidding
will be conducted through the National Competitive Bidding (NCB)
procedures specified in the World Bank’s Guide-lines: Procurement
under IBRD Loans and IDA Credits May 2004, and is open to all
bidders from Eligible Source Countries as defined in the Guidelines.
4. Interested
eligible bidders may obtain further information from Ministry of
Education, Procurement Unit and inspect the bidding documents at the
address given below from 8:30 A.M. to 5:00 P.M. during the week
days.
5. Qualifications
requirements include:
a)
General Experience: Minimum of three years in operations.
b)
Specific Experience: Successfully completed minimum of two contracts similar size and
scope.
c)
Financial
Information: An average
annual turnover for the last two years of at least the equivalent of
US $ 240,000. A margin of preference for eligible national
contractors shall not be applied. Additional details are provided in
the Bidding documents.
6. A
complete set of bidding documents in English may be purchased by
interested bidders between 17 July 2006 and 14 August 2006 on the
submission of a written application to the given address and upon
payment of a non-refundable fee of ETB 150 or equivalent in a freely
convertible currency. The written application should specify the
name of the company who made the payment for the bidding documents
as well its detailed contact points (address, phone, fax, email, and
back up email, contact person name and title) and should have
attached the proof of payment of the non-refundable fee). Payment
can be done in cash at the address below or through certified cheque
on the name of the Ministry of Education. The Bidding documents can
be collected directly from the address specified below or can be
delivered by special courier. In case of delivery by special
courier, the potential bidder shall be the sole responsible for
paying and arranging the shipment of documents. Under no
circumstances the Ministry of Education shall be responsible for
paying and arranging the shipment of documents. Under no
circumstances the Ministry of Education shall be responsible for any
late delivery or loss of the bidding documents delivered by special
courier.
7. Bids
must be delivered to the address below at or before 09:00 A.M. local
time on 24 August 2006. Electronic bidding will not be permitted.
Late bids will be rejected. Bids will be opened in the presence of
the bidders’ representative who chooses to attend in person at the
address below at 09:30 A.M. local time on 24 August 2006. All bids
must be accompanied by a bid security of ETB 5,000 or an equivalent
amount in a freely convertible currency.
