1. The
Federal Democratic Republic of Ethiopia, Ministry of Education, has
received a credit form the International Development Association
toward the cost of Post Secondary Education Project (PSEP), and it
intends to apply part of the proceeds of this credit to payments
under the Contract for Strengthening Higher Education support
institutions-Procurement of electrical goods and office equipment.
2. The
Ministry of Education now invites sealed bids from eligible and
qualified bidders for:
Lot 1: Computers and Accessories
Lot 2: Audio-visual
and office equipment
Lot 3: Printing
equipment
Bidders may
quote for any one or lots. Bids for individual lots will be
evaluated separately and contracts will awarded to the lowest
evaluated bidder for each lot.
3. Bidding
will be conducted through the International Competitive Bidding (ICB)
procedures specified in the World Bank’s Guide-lines: Procurement
under IBRD Loans and IDA Credits May 2004 and is open to all bidders
from Eligible Source Countries as defined in the Guidelines.

Interested eligible bidders may obtain further information
from Ministry of Education, Purchasing Unit and inspect the bidding
documents at the address given below form 9:00 A.M. to 5:00 P.M. (
working hours only), during the week days.
5. A
complete set of bidders between 17 July 2006 and 24 August 2006 on
the submission of a written application to the given address and
upon payment of a non-refundable fee of ETB 150 (plus bank’s charges
from money transfer) or equivalent in US Dollars. The written
application should specify the name of the company who made the
payment for the bidding documents as well its detailed contact
points (address, phone, fax, email, and backup email, contact person
name and title) and should have attached the proof of payment of the
non-refundable fee). Payment can be done in cash at the address
below or through certified cheque on the name of the Ministry of
Education. The bidding documents can be collected directly form the
address specified below or can be delivered by special courier.
In case of delivery by special
courier, the potential bidder shall be the sole responsible for
paying and arranging the shipment of documents. Under no
circumstances the Ministry of Education shall be responsible for any
late delivery or loss of the bidding documents delivered by special
courier.
6. Bids
must be delivered to the address below at or before 31 August 2006
at 09:00 hours (A.M.) local time. Electronic bidding will not be
permitted. Late bids will be rejected. Bids will be opened in the
presence of the bidders’ representatives who choose to attend in
person at the address below at 09:30 hours (A.M.) local time on 31
August 2006. All bids must be accompanied by a bid security of:
Lot 1: ETB 40,000 or an equivalent
amount in a freely convertible currency.
Lot 2: ETB 20,000 or an equivalent
amount in a freely convertible currency.
Lot 3: ETB 10,000 or an equivalent
amount in a freely convertible currency.
