1. The
Federal Democratic Republic of Ethiopia (FDRE) has allocated
sufficient budget towards the cost of Design and Construction of
Gambela-Itang-Jikawo Road Project (about 120 Km. long, existing but
poor conditioned gravel road) and intends to apply part of this
budget to payments under this contract.
The road is located in the Western
Part of Ethiopia in the Gambela Regional State of Ethiopia.
2. The
Ethiopian Roads Authority invites Contractors, which fulfills the
following requirements, to submit sealed bids for the Designing and
Construction of Road Project mentioned in (1):
a)
In the case of
Ethiopia bidders only, its Certificate of registration form Ministry
of Works and Urban Development with category GC-1 or RC-1
b)
In the Case of bidders
other than Ethiopian, any relevant professional practice certificate
c)
Other appropriate
documentary evidence demonstrating the bidder’s compliance, which
shall include:
i)
Its valid trading
license and suppliers registration certificate; and
ii)
Its tax clearance
certificate and VAT registration
3. The
work under its contract consist of Designing and Construction of the
existing gravel road to asphalt road standard (Double surface
Treatment) and construction of minor and major drainage structures.
4. Interested
eligible bidders may obtain further information and acquire the

The bidding documents is prepared in
English language and can be purchased by interested bidders as of
July 10, 2006 at the above address upon presentation of the document
mentioned under item (2) above and a written application to the
Engineering Services Procurement, Design and Technical Support
Division of ERA and upon payment of a non-refundable fee of Birr
450.
5. The
bidding procedure to be followed is to two-envelope procedure. The
post qualification Application and Financial offers (Bids) should be
sealed in a two separate envelopes and be clearly marked “Application
for Post Qualification” and “Bids” for the Design and construction
of Gambela-Itang-Jikawo Road Upgrading project respectively, and
two envelopes shall in turn be enclosed by an outer envelope marked
“Post qualification and Bid for Gambela-Itang-Jikawo Design and
Construction Road Upgrading Project”
The Post-qualification applications
will be opened and evaluated first and the bids of the bidders who
pass the post qualification evaluation will be opened for further
evaluation.
The bids of those bidders who filed
the minim Post-qualification evaluation shall be returned unopened
after the award of contract
6. All
bids must be accompanied by a bid security in the form and amount
specified in the bidding documents, and must be delivered to:

2:30 P.M. Post qualification applications will be opened immediately
thereafter in the presence of bidders/representatives who choose to
attend.
7. The
Ethiopian Roads Authority reserves the right to accept or reject any
or all Tenders without giving any reason.
