The Federal Democratic Republic of Ethiopia, Ethiopian Health and
Nutrition Research Institute (hereinafter ENHRI) has been
designated by the Ministry of Health of the FDRE to play a leading
role in coordinating and supporting the National HIV/AIDS Laboratory
for the successful implementation of the ART program, including the
procurement, distribution and supply chain management of HIV-related
laboratory supplies and equipment. This activity is supported by,
among others, the Global fund to Fight HIV/AIDS, TB and Malaria
(hereinafter the Global Fund). In order to pre-select suppliers that
can ensure and uninterrupted supply of quality reagents and
supplies, including the provision, installation and maintenance of
HIV-related laboratory equipment, the Institute now invites eligible
entities to participate in the Prequalification (PQ) Process for the
supply of products listed in section VI of the PQ Document. The
products are categorized in four lots, based on their medical and/or
technical purpose, and Applicants have the option to enter into the
PQ Process for any one or more lots. PQ Criteria are based on the
Applicant’s eligibility, contractual non-performance, financial
capability, quality standards and experience. Prequalification will
be conducted through the procedures indicated in the Instruction to
Applicants, following the procurement policies of the Global Fund
and the Ethiopian Government procurement rulers, and is open to all
applicants from eligible countries.
Directly following the finalization of the PQ Process, and
International Competitive Bidding process will be launched: the
Invitations to Bid are expected to be issued in August 2006
among the pre-qualified Applicants. Interested eligible applicants
may download the PQ document form the EHNRI website (www.ehnri.org/tener/php),
or alternatively purchase an authenticated copy (in English) at the
Ethiopian Health and Nutrition Research institute upon the
submission of written request to the address below and upon the
submission of a written request to the address below and upon
payment of a non-refundable fee of US $ 20(Twenty US Dollars).
The method of payment for the cost of the prequalification document
will be Demand Draft/Certified Cheque in favor of the Ethiopian
Health and Nutrition Research Institute, Addis Ababa, Ethiopia, and
the documents will be sent by courier/post immediately. Any
amendments or clarification toe the PQ document that will be issued
before the closing date of the PQ process (see blow) will be posted
on the above mentioned website and will subsequently be sent by
courier to the address of the parties who have purchased an
authenticated copy of the PQ document.
Applications for prequalification should be submitted in sealed
envelopes and delivered toe the address given below before 2:00
P.M., the 25th July 2006, and be clearly marked
“Application to Prequalify for the supply of Laboratory Equipment
and Supplies for ART Sites in the FDRE”: No. IFP01/06.
