1. This
invitation for bids follows the General Procurement Notice for this
Project hat appeared in Development Business, issue no. 587 Volume
25 of July 31st 2002.
2. The
Federal Democratic Republic of Ethiopia has received a credit form
the International Development association towards the cost of
Capacity Building for Decentralized Service Delivery project, and it
intends to apply part of the proceeds of this Credit to payments
under the contract No. IFB UDCBO/P13-06 for the Supply of Office
Equipment (Computers, UPS, Laser-jet printer, Dot Matrix Printer,
Digital projector (LCD), Photo copier and Scanner) for the Ethiopian
Civil Service College (ECSC), that would enable the ECSC to have a
fully fledged training institution and build up the civil service
capacity in the urban arena by means of a Masers Training Program
implementation, for which this invitation for bids is issued.
3. The
Urban Development Capacity Building Office (UDCBO), of the Ministry
of Works and Urban Development, now invites sealed bids from
eligible bidders for the supply of the following equipment.

4. Bidding
will be conducted thorough the National Competitive bidding
procedures specified in the World Bank’s guidelines: Procurement
under IBRD loans and IDA Credits May 2004, and is open to all
bidders from eligible source countries as defined in the guidelines.
Bidders have the option to bid for any one or more of he lots. Bids
will be evaluated and contracts awarded for each lot taking into
account discounts offered, if any, for combined lots in determining
the lowest evaluated cost of all lost which will be the basis for
award of the contract(s). If there are not three or more bides who
are technically responsive for a lot, evaluation & award of contract
will be made on item by item basis.
5. Interested
eligible bidders may obtain further information from and inspect the
bidding document at UDCBO, P.O. Box 3040, MWUD Building, Near
national Bank of Ethiopia, Leghar Area and Tel. 011 554 06 32 or 011
554 06 33, Fax No.011 554 06 30, Addis Ababa, Ethiopia, Monday to
Friday during office hours (8:00 A.M.-12:00 noon, 1:00 P.M. -5:00
P.M. local time).
6. A
complete set of bidding document in English may be purchased by
interested bides on the submission of a written application to he
address above and upon payment of a non-refundable fee of Eth. Birr
100 (One Hundred Birr) or an equivalent amount in a freely
convertible currency in the form of cash or cashiers check.
7. Bids
must be delivered to the address below on or before 2:00 P.M. on
July 14, 2006. And must be accompanied by a bid security of not less
than 2% (Two percent) of the total bid price. Electronic bidding
will not be permitted. Late bids will be rejected. Bids will be
opened in the presence of the bidders/representatives who choose to
attend in person.
8. Bids
will be opened in the presence of bidders or their authorized
representatives who choose to attend in person at the address below
at 2:00 P.M. on July 14, 2006 in the UDCBO Conference Hall 4th
floor, Ministry of Works and Urban Development Building.
