1. The
Federal Democratic Republic of Ethiopia has received a credit from
the International Development Association toward the cost of
Post-Secondary Education Project, and it intends to apply part of
the proceeds of this credit to payment under the Contract for the
Supply and Delivery of Laboratory, Field and Al Equipment and
Chemicals-IFB No. AU/PSEP/ICB/3-05/06.
2. The
Alemaya University now invites sealed bids from eligible and
qualified bidders for the Supply and Delivery of Laboratory Field
and Al Equipment, Chemicals.

Bidders have the option to bid for any one or more lots. Bid will be
evaluated and contract(s) awarded for each lot taking into account,
discounts offered, if any, for combined lots in determining the
lowest evaluated cost of all lots which will be the basis for award
of contact(s). Bids not offering at least 90% of the items in a lot
will be treated as incomplete and rejected as non responsive unless
no complete bid is received for the lot in which case the purchaser
will evaluate and award the contact(s) for each item in the lot. For
evaluation purpose, the cost of the mission items will be calculated
by using the average price of other technically responsive bids.
3. Bidding
will be conducted through the International Competitive Bidding
(ICB) procedures specified in the World Bank’s Guidelines:
Procurement under IBRD Loans and IDA Credits, and is open to all
bidders from Eligible Source Countries ad defined in the Guidelines.

Interested eligible
bidders may obtain further information from Alemaya University
Liaison Office, Office No. 116 Ministry of Education, Old Building,
Addis Ababa, Tel. 011 157 10 98 or 011 155 31 33 Ext. 208 and
inspect the bidding documents at the address given below from 8:30
A.M. to 12:30 A.M. and 1:30 to 5:30 P.M. during working days.

A complete set of
bidding documents in English may be purchased by interested bidders
on the submission of a written application to the address below and
upon payment of a non-refundable fee of Birr 400 or equivalent
amount in a freely convertible currency. The method of payment will
be in the form of cashier’s certified or crossed check or a bank
draft in favour of the Alemaya University.
6. Bids
must be delivered to the address below at or before 2:30 P.M. on
July 31, 2006. Electronic bidding will not be permitted. Late bids
will be rejected. Bids will be opened in the presence of the
bidders/representatives who choose to attend in person at the
address below at 2:30 P.M. on July 31, 2006. All bids must be
accompanied by a bid security of Birr 50,000 or an equivalent amount
in freely convertible currency.
