1. This
invitation for bid follows the general procurement notice for this
project that appeared in the United Nations Development Business,
issue No. 587 Volume 25 of July 31, 2002.
2.
The Federal Democratic
Republic of Ethiopia has received a credit from the International
Development Association towards the cost of Capacity Building for
Decentralized Service delivery Project and intends to apply part of
the fund to cover eligible payment under two Contracts for the two
separate projects a) Bahir Dar Drainage Rehabilitation Contract,
and b) Gonder Market Upgrading Contact for which this
invitation for bids is issued.
3. The
Urban Development Capacity Building Office (UDCBO) of the Ministry
of Works and Urban Development now invites sealed bids from eligible
bidders for the two separate projects a) Bahir Dar Drainage
Rehabilitation Contract; b) Gondar Market Upgrading Contract.
Bidding will be conducted through the International Competitive
Bidding (ICB) procedure specified in the World Bank’s Guidelines:
Procurement under IBRD Loans and Credit and is open to all bidders
from eligible source countries as defined in the guidelines.
Domestic Contractors of Category GC-4 or BC-4 and above with
licenses valid for the year 2005/6 are eligible to participate in
the bids. Qualified domestic contractors may be eligible to receive
a margin of preference of 7½ percent in Bid evaluation.
4. Interested
eligible bides may obtain further information form and inspect the
two bidding documents at UDCBO, P.O. BOX 3040, Tel: 011 554 06 34 or
011 554 06 35, Fax No. 011 554 06 30, Addis Ababa, Ethiopia, Monday
to Friday during office hours (8:00 A.M. -12:00 noon, 1:00 P.M.-5:00
P.M. local time).
5. A
complete set of each bidding document in English may be purchased by
interested bides on the submission of a written application to the
address above and upon payment of a non-refundable fee of ETB 400
(Four Hundred Ethiopian Birr) per each bidding documents or an
equivalent amount in a freely currency in the form of cash or
cahier’s check. The bid document any be mailed to overseas bidders
upon payment of an additional fee of Ethiopian Birr 300 (Three
Hundred Ethiopian Birr) per each bidding document.
6. Separate
bids for each project must be delivered to the address below or
before 2:00 P.M. on July 25, 2006 and must be accompanied by
a bid security of not less than Birr 100,000 or an
equivalent amount in a freely convertible currency.
7. Bids
will be opened in the presence of bidders who choose to attend at
2:00 P.M. on July 25, 2006 in the Conference Room of the Urban
Development Capacity Building Office.
