The Regional Government of Tigray has received a credit /grant from the World Bank for a water Supply and Sanitation Project and intends to apply a portion of this credit /grant payments under this contract.

The Tigray Water Resource Mines and Energy Bureau now invites eligible consultants to indicate their interest in becoming Town WSS consultants to assist Town Water Boards plan and improve their water and sanitation system of five large towns (Mekelle ,Axum , Endaselassie, Korem & Abi -Adi ) with funding from the Urban WSS  Components of the WSSP.

The Practitioner specialty areas will include:

Town Water Board development

Business planning and cost effective design

Utility operations

Contract management

1.      Following on your statement of interest and qualification, the Bureau shall provide terms of reference and invite you to submit a technical proposal for the consulting services.

2.      Consultants who indicate their statement of interest in teams/firms shall be given priority. The most qualified firm will be invited to negotiate contracts.

3.      The Town WSS Consultants are expected to work closely with water supply utility management and staffs, which would be providing data on operation and finances.

4.      The Town WSS Consultant will work primarily at the town level with the Town Water Boards to help them the step process mentioned in 11.

5.      Contracted team members will be required to attend initial orientation and training sessions and will be provided on -the -job support in the course of their work at the town level from national and international consultants supporting implementation of the UWSS components under the direction of the MWR.

6.      Team members will be expected to participate in ongoing Practitioner specialist network activities to sharpen their skills, exchange experiences and lessons learned with other implementation and provided input to refinement of guidelines and training materials.

I.       Requirement:  Multi -disciplinary teams will be required to support planning, capacity building and implementation aimed to improve the water supply and sanitation system of towns in the region .The teams should cover each of the following sectionalist areas:

Town Water Board Development

Business Planning

Cost effective design, utility operations

Contract management

Qualifications  Town Water Board Development Specialist: Bachelorís Degree in management , in economics ,or business administration or related fields good planning and Communications skills ,and minimum  five of experiences preferably in utility management.

Sanitation Specialist: Bachelor's Degree in public health, sanitation or related fields, good planning and communication skills, preferably with minimum of three-years experience in town sanitation planning.

Civil Engineer: Minimum BSC in WSS or related or related fields, good design and operation skills, five years of experience in TWSS design, operation and contract management

II.    Scope of Service: The primary job of the Town WSS consultants will be to assist Town Water Boards (TWB) with planning and implementation of the of improvements to their water supply systems, to build capacity for oversight and management of the systems and to assist local governments with integrated sanitation planning. Implementation will follow the stepped approach as follows: 

Step 1: Provide assistance to towns receive assistance to form Water Boards or Water Committees, conduct initial assessment, consult with stakeholders and preparer applications for further assistance.

Step 2: Town Water Boards with approved applications received further assistance for design feasibility studies, integrated sanitation planning, preparation of business plans, operator performance agreements, capacity building for Water Board members and utility staff and implementation of immediate service improvements.

A more detailed description of the services to be provided will be given in the Terms of Reference to candidates who will be short listed.
