1. The Federal Democratic Republic of Ethiopia has received a loan from The Africa Development Bank towards the cost of Construction of Koga Irrigation and watershed Management Project and intends to apply part of the fund to cover eligible payments under the contract for the construction of Rural Roads in West Gojam Zone of Amhara Regional State. Bidding is open to all bidders from eligible source countries as defined in the ADB’s Rule of Procedure for Procurement of Goods and Works.
    
2.  The Ministry of Water Resources on behalf of the Federal Democratic republic of Ethiopia invites sealed bids from eligible bidders for the construction of Rural Roads as described below.
    

3. The eligibility requirement for bidders is a valid license of RC/GC-2 and above for local contractors and equivalent category for other eligible source of countries. 
    
4. A complete set of bidding documents (and additional copies) may be purchased at The Ministry of Water Resources address located below for a non-refundable fee of 850 Birr (Eight Hundred Fifty Birr), or its equivalent in a freely convertible currency, for each set.

5. Bids shall be valid for a period of 120 days after bid opening and must be accompanied by security of Birr 100, 000  (One Hundred Thousand Birr), and shall be delivered to the above office on or before 12:00 mid day of 4 July 2006.
    
6. Bids will be opened in the presence of the bidders or their legal representatives who wish to attend at The Ministry’s Hall at 2:00 P.M. on 4 July 2006. The Ministry of Water Resource reserves the right to accept or reject any bid, and annul the bidding processes.
