1. This
Invitation for bids follows the General Procurement Notice for this
project that appeared in Development Business, issue no. 627 of
March 31,2004.
2.
The Federal Democratic
Republic of Ethiopia has received credit form the International
Development Association toward the cost of Public Sector Capacity
Building Program-(PSCAP) and it intends to apply part of the
proceeds of this credit to payments under the Contract for Supply
and Delivery of Optical Equipment.
3.
The Ministry of
Capacity Building- Procurement and Property administration
Department now invites sealed bids form eligible and qualified
bidders for the Supply and Delivery of the following Optical
Equipment.

Bidders must bid for all the items &
in the Quantities specified for each Lot. Partial bids will be
rejected as non-responsive. A bidder may submit an alternative bid
only with a bid for the base case. The Purchaser shall only consider
the alternative bids offered by the bidder whose bid for the base
case was determined to be the lowest-evaluated bid. Bidders must
submit Manufacturing ISO certificate or equivalent together wit
their bids.
4. Bidding
will be conducted through the International Competitive Bidding (ICB)
procedures specified in the World Bank’s Guidelines: Procurement
under IBRD Loans and IDA Credits, and is open to all bidders from
eligible Sources Countries as defined in Guidelines.

address given below from 9:00 A.M. to 12:00 A.M. & 2:00 P.M. to 5:00
P.M. (local time) Monday to.
6. Qualification
requirement include: Manufacturing ISO Certificate or Equivalent,
Documentary Evidence for past Experience & Capability in the last
Five (5) years with similar assignments, documentary evidence for
After Sales Service Facilities in the Purchaser’ Country, Technical
Brochures (Specifications) for Goods to be supplies, Certificate of
manufactures Authorized, Letter For Authorized Signatory. A
margin of preference for eligible national contractors shall be
applied. Additional details are provided in the bidding documents.
7.
A completed set of
bidding documents in English may be purchased by interested bidders
as of May 21, 2006 (Monday to Friday 9:00 A.M. to 12:00 A.M. &
2:00 P.M. to 5:00 P.M.) on the submission of a written Application
to the address below and upon payment of a non-refundable fee of
Birr 400 (Birr Four Hundred) or USD 50 (USD Fifty only) or an
equivalent amount in a freely convertible currency. The method
of payment will be Cashier’s check or cash.
8. The
Bidding documents will be sent by first class mail for overseas
bidders who send a crossed Bank Draft of Birr 400 (Four Hundred)
or USD 50 (USD Fifty only) or an equivalent amount in a freely
convertible currency in addition to the price of the documents to
the address specified below. However, the Ministry of Capacity
Building will not be responsible for late or non-delivery of the
bidding documents sent by mail. No extension in bid submission date
is permitted on this account.
9.
Bids must be delivered
to the address below at or before 10:00 A.M. (local time)
on July 6, 2006.Electronic bidding will not be permitted.
Late bids will be rejected.
10.
Bids will be opened in
the presence of the bidders/representatives who choose to attend
in person or on-line ate the address below ate 10:30 A.M. local time
on June 26, 2006. All bids must be accompanied by a bid
security amount of not less than Birr 100,000 (ETB. One Hundred
Thousand) or equivalent amount in a freely convertible.
