Description

 

The Government of Ethiopia has secured funds from the International Development Association, towards the cost of the Water Supply and Sanitation Project and it intends to apply part of funds to cover eligible payments under the following Contracts.

1.       The Gambella Regional Water and Mines Resources Development Bureau now invites sealed bids from qualified eligible bidders for:

1.A) Drilling and construction of 24 shallow wells in Lare and Abobo Woredas and

1.B) Supply of 50 Indian Mark II hand pumps with spare parts & tools.

2.      Bidding will be conducted through the International Competitive Bidding (ICB) for 1.A) and National competitive bidding (NCB) for 1.B) as specified in the World Bankís Guidelines: Procurement under IDA Credits, and is open to all bidders from eligible source countries as defined in the Guidelines.

3.      A complete set of bidding document in English may be purchased directly from the Regional Water & Mines Resources Development Bureau by presenting Renewed license, VAT registration certificate, registration certificate from relevant Ministries and upon payment of a non-refundable fee 100 Birr or USD 10 for each (1.A & 1.B) starting from the issue date of this advertisement.

4.      Qualification requirements for (1.A) include: (i) ownership (or exiting lease) of a suitable drilling rig, (ii) completion of at least two borehole construction contracts of similar size in the last one year (iii) average annual turnover of 1.5 times and bid value for shallow wells in the last one year, (iv) liquid assets of at least 1/3 of the bid price and (v) experienced drilling team.

5.      Bidding (1.B) is open to Suppliers that have delivered Contracts of a similar type and quantity in the least there years, and pumps must be manufactured by companies that have fabricated Indian Mark II hand pumps for at least there years in annual quantities at least five times that to e supplies under the counteract.

6.       Bids for (1.A) shall be valid for a period of one hundred and twenty (120) days after bid opening and must be accompanied by bid security of not less than 2% of the total bid price in local currency.

7.      Bids for (1.B) shall be valid for a period of one hundred and twenty (120) days after bid opening and must be accompanied by bid security of not less than 2% of the total bid price in local currency.

8.      Both bids (1.A & 1.B) shall be delivered to the address specified below on or before 3:30 P.M. local time on December 29, 2006 and shall be opened at 4:00 P.M. local time of the same day in the presence of the bidders who wish to attend. Electronic bidding is not permitted and late bids will be rejected. Additional details are provided in the bidding documents.

9.      Regional Water and Mines Resources Development Bureau reserves the right to reject all or part f the bids.
