1.       This invitation for bids follows the General Procurement Notice for this Project that appeared in Development Business, on November 22, 2004 for the Ethiopian Water Supply and Sanitation Program.

2.       The Government of Ethiopia has received credit from the International Development Association toward the cost of the Water Supply and Sanitation Project and it intends to apply part of the proceeds of this credit to payments under the Contract for Procurement of Hand Pumps and spare parts Tender I.D No. ORWRB/HP/001/2006 for the Rural Water Supply Program in the Region.

3.       The Oromia Regional Water Resources Bureau now invites sealed bids from eligible and qualified bidders for the supply of 750 Afridev hand pumps, 250 of Indian Mark II hand pumps, spare parts, and installation/maintenance tools. Partial bids will not be acceptable.

4.       Bidding will be conducted through International Competitive Bidding (NCB) as specified in the World Bank guidelines: Procurement under IBRD Load and IDA Credits, and is open to all bidders from eligible source countries as defined in the Guidelines.

5.      Interested eligible bidders may obtain information from and inspect the bidding documents at the address given below from 8:30 to 12:30 P.M. & 1:30 P.M. to 5:30 P.M. local hours, from Monday to Friday.

6.      To be qualified for the award of contract, suppliers should have delivered at least tow contracts of a similar type and quantity in the last five years, and pumps must be manufactured by companies that have fabricated Afridev and Indian Mark II hand pumps for at least three yeas annual quantities at least there times that to be supplied under this contract. Additional details are provided in the bidding documents.

7.      A complete set of bidding documents in English may be purchased by interested bidders ton the submission of a written application at the address given below, upon payment of an ETB 250 or USD 25 non-refundable fees. The method of payment will be in cash or cheque against receipt.

8.      Bids must be delivered to the Oromia Regional Water Resources bureau, Program Support Office, Bole Road, 4th floor, Room No. 401, P.O. Box 8630, Finfinnee, (Addis Ababa) at or before January 1, 2006, 10:00 A.M. Electronic bidding will not be permitted. Late bids will be rejected.

9.      Bids will be opened in the presence of the bidders/representatives who choose to attend in person at 10:30 A.M. on January 1, 2006 at Oromia Regional Water Resources Bureau Conference Hall. Bids shall be valid for a period of ten hundred and twenty (12) days after bid opening and must be accompanied by bid security of not less than 2% of the total bid price in Ethiopian Birr or an equivalent amount in a freely convertible currency.
