Invitation for Bids follows the General Procurement Notice for this
Project that is sent to Ethiopian Press Agency, issue no
TIG/SW/003/2006 for dated November 10, 2006.
Tigray Regional State through the Government of Ethiopia has
received credit from the International Development Association
toward the cost of the Water Supply and Sanitation Project and it
intends to apply part of funds to cover eligible payments under the
Contract for Borehole Drilling, Construction and Installation.
Tigray Region Water Resources, Mines & Energy Bureau now invites
sealed bids from qualified eligible Water Well Drilling and
Rehabilitation Contractors having a renewed license from
Ministry of Water Resources & VAT registered for the year under
bid for the Construction of the following umbers of boreholes:

award will be decided on a lot-by-lot basis in each category.
Bidders may bid for one or more lots. However, no bidders will be
allocated more than 1 (one) lot per drilling rig.
will be conducted through the National Competitive Bidding (NCB) a
procedure specified in the World Banís Guidelines: Procurement under
IDA Credits, and is open to all bidders from eligible source
countries as defined in the Guideline.
shall be valid for a period of One Hundred Twenty (120) days after
bid opening and must be accompanied by bid security (Bank guarantee
or Bid Bond) of not less than 2% of the total bid price. They shall

(iii) average annual turnover of 1.5 times the bid price during the
last three years, (iv) liquid assets of at least 10 percent of the
