Universal Electricity Access Program



1.      The Government of Ethiopia has secured financing from the Kuwait fund for Arab Economic Development in various currencies towards the cost of the Universal Electricity Access Program. The Ethiopian Electric Power Corporation (EEPCO) (hereinafter referred to as “the Employer”) now invites sealed bids from eligible countries to participate for the design, supply, construction, installation and commissioning of Distribution line Networks.

2.      The Distribution line Network construction works are in Afar, Oromia and Amhara region.

3.      The Works under the contract shall include the supply of Distribution lines (33 kV and Low voltage) with concrete pole posts, Transformers (33/0.4 kV) and Lighting network and all labor, materials, including spare parts and special tools, equipment and instillations necessary the design, manufacture, shop testing, painting, transport to site, erection, site testing and commissioning.

4.      Tendering will be by International Competitive Bidding (ICB) procedures conduct through the Kuwait fund for Arab Economic Development rules of procedures for procurement of goods and services. Only bidders from countries which are not subject to boycott under the regulations in force in the state of Kuwait are eligible to bid. All goods and auxiliary services to be supplied must have origin from countries which are not subject to boycott under the regulations in force in the state of Kuwait.

5.      Interested eligible bidders may obtain further information from and inspect the bidding documents at the office of:

6.      The bid document shall be available from EEPCO on:30 October, 2006 and a complete set of bidding document may be purchased by any interested eligible  bidders on submission of a written application to be addressed to the above and upon payment of non-refundable fee of 200 USD (USD Two Hundred) or 1,700 Birr (One Thousand Seven Hundred Birr only).

7.      Only bidders that purchase the bid document will be considered eligible to submit bids.

8.      All bids must be accompanied by a bid security in the amount of the equivalent of US$ 240,000 (Two Hundred Forty Thousand Dollars US) in a freely convertible currency in one of the following forms:

Counter guaranteed by Commercial Bank of Ethiopia, in the form provided in the bidding documents.

A cahier’s or certified check.

9.      Bids must be delivered to the above office on or before 12:00 hours, local time on: 9th January 2007.
