1. The
Government of the Federal Democratic Republic of Ethiopia has
received a loan from the African Development Fund in various
currencies towards the cost of Education III Project. It is intended
that part of the proceeds of this loan will be applied to eligible
bidders under the contracts for the construction of the following
listed schools located in Tigray Region. Bidding is open to all
bidders from eligible sources countries as defined in the ADB’s
Rules of procedure for procurement of goods and works.
2. Tigray
Regional Education Bureau now invites sealed bids from all eligible
bidders for any or all package descried below. Domestic contractors
shall be in the category of GC/BC 6 and above, registered with the
Ministry for Infrastructure.

3. Bidding
documents (and additional copies) may be purchased from the Tigray
Regional Education Bureau, Room No. 34, P.O. Box 19, Mekelle, for a
non-refundable fee of Birr 150 (One Hundred Fifty) or its equivalent
in a freely-convertible currency, for each package. Interested
eligible bidders may obtained further information and inspect the
bidding documents at the same address.
4. Interested
eligible bidders of VAT registered, with license valid for the year
2007 and registered at Tigray Region Urban Development and
Construction Bureau may purchase bidding documents from Tigray
Education Bureau Room No. 34 upon submission of a written request.
5.
The provision in the instructions to bidders and in the
General Conditions of the contract are the provision of the African
Development Bank Standard Bidding documents procurement of works.
6. Bids
can be delivered to the above office on or before May 12, 2007,
11:30 A.M. and must be accompanied by a bid security of Birr 2% of
bid amount or its equivalent in a convertible currency in the form
of a certified check (CPO), Bank Draft, letter of credit or a bank
guarantee from a reputable bank located in Ethiopia or in any
eligible country abroad in a separate envelope with marking “ADF/NCB/TIGB/02/99”.
7. Bids
will be opened and read in the presence of bidders or their
authorized representatives who choose to attend at the office of
Tigray Regional Education Bureau at 2:30 P.M. May 12, 2007.
8.
Bids shall be valid for a period of 90 days after bid opening
day.
9.
Compilation period for the construction is 120 calendar days
for one package or for more than one packages.
10.
The Tigray Regional Education Bureau reserves the right to
reject any or all bids.
