1.
The Government of Ethiopia has received a credit from the
International Development Association toward the cost of the Water
Supply and Sanitation Project and it intends to apply to apply pat
of funds to cover eligible payments under the Contract ORWERB/DW/002/2007
for Deep Wells Drilling and Construction.
2.
The Oromia Regional Water Resources Bureau now invites sealed
bids from qualified eligible bidders or the construction of the
following numbers of boreholes:

3. The
award will be decided on a lot basis. Bidders may bid for any one or
more lots. However, no bidders will be allocated more than 1 (One)
lot per drilling rig. To qualify for two lots bidders must show
proof that they have constructed at list 50 boreholes per rig per
years, and to qualify for three or more lots bidders must show proof
that they have constructed at list 75 boreholes.
4. Bidding
will be conducted thorough the National Competitive Bidding (NCB)
procedure specified in the World Banks Guidelines: Procurement under
IDA Credits, and is open to all bidders from eligible source
countries as defined in the Guidelines.
5. Bids
shall be valid for a period of ninety (90) days after bid opening.
Bids must be accompanied by bid security of not less than 2% f the
total bid price. They shall be delivered to Oromia Regional Water
Resources Bureau, 4th floor, Room Number 401, Finfinnee
on or before April 25, 2007, 2:00 P.M. Bids shall be opened at 2:30
P.M. April 25, 2007 at Oromia Regional Water Resources Bureau
Conference Hall in the presence of the bidders who wish to attend.
Electronic bidding will not permitted. Late bids will be rejected.
6. Minimum
qualifications required for the award of single and multiple
contracts include the following (i) ownership (or existing lease) of
one suitable drilling rig for one lot, (ii) drilling of at least 25,
50 and 75 boreholes with in each of the last five years for one, two
and above more than two lots consecutively and should have
successfully carried out at least 2 similar contracts within past
five years, (iii) annual average turnover equipment to the bid
price, (iv) liquid assets of at least 1/3 of the bid price and (v)
experienced drilling team for each lots. Additional details are
provided in the bidding documents.
7. A
complete set of bidding documents in English may be purchased
directly from the Oromia Water Resources Bureau 4th
floor, Room Number 401, Finfinnee, upon payment of a non-refundable
fee of Birr 300 by interested bidders on submission of a written
application.
