Instruction to
Bidders
The Ministry of
Federal Affairs has funds to be used for the procurement of software
engineering services for system study, maintenance, and
Implementation of its Integrated Information System (IIS) in its
premises and selected bureaus of the four regional states of Afar,
Benishangul Gumuz, Gambella and Somali.
Procurement
Reference Number: 04/2000
1. The
Ministry of Federal Affairs invites sealed bids from all eligible
and interested bidders for the provision of the abovementioned
services.
2. This
invitation for bid is open to all who comply with all legal
requirements and are government registered national firms/companies.
3.
Bidding will be conducted in accordance with the open
tendering procedures contained in the public procurement publication
of the FDRE and is open to all eligible national bidders.
4. The
bidder shall furnish as part of its bid, all the required documents
establishing the bidder’s eligibility to bid and its qualifications
to perform the conduct if the bid is accepted.
5. A
complete set of bidding documents in English can be purchased from
Building 1, Room No. 19 in the Ministry’s premises, at working hours
upon payment of a non-refundable fee of Birr 30 in cash.
6. The
bid shall be signed by the bidder or person authorized to bind the
bidder to the contract. The person or persons signing the bid shall
initial all pages of the bid, except for amended literature.
7. The
bidder shall furnish, as part of its bid, bid security in the amount
of birr 5,000.00 in a certified cheque from a known financial
institution or cash. Any bid not secured will be rejected
automatically.
8. Bids
must be submitted to the Ministry in Building 1. Room No. 5 on or
before 5:00 PM local time within 30 days from the first
publication of this invitation.
9. Bids
will be opened in the presence of bidders or their legal
representatives who choose to attend, on the 31st day
from the first date of publication of this invitation. If the 31st
day is a holiday, the bid will be opened on the next working day at
9:00 AM local time in the conference hall of the Ministry.
10. The
Ministry reserves the right to reject all or part of the bid.
