1. This
invitation for bids follows the general procurement notice for this
project than appeared in the United Nations Development Business;
issue No. 587 Volume 25 of July 31, 2002.
2. The
Federal Democratic Republic of Ethiopia has received a credit from
the international Development Association towards the cost of the
Capacity Building for Decentralized Service Delivery Project and
intends to apply part of the funds to cover eligible payments under
the Contract for the Arbaminch town roads rehabilitation Contract
for which this initiation for bids is issued.
3. The
Urban Development Capacity Building Office (UDCBO) of the Ministry
of Works and Urban Development now invites sealed bids from eligible
bidders for the Arbaminch town roads rehabilitation Contract.
Bidding will be conducted through the International Competitive
Bidding (ICB) procedures specified in the World Bank’s guidelines:
Procurement under IBRD Loans and IDA Credits and is open to all
bidders from eligible source countries as defined in the guidelines.
Domestic Contractors of Category GC/RC -4 and above, with licenses
valid for the year 2007/8 are eligible to participate in the bid.
Qualified domestic contractors may be eligible to receive a margin
of preference of 7 ½ percent in Bid evaluation.
4. Interested
eligible bidders may obtain further information from and inspect the
bidding document at UDCBO, near National Bank of Ethiopia on Sudan
street/ Ras Abebe Aregay Road, Legehar Area, Tel. 011-554-06-34 Or
554 -06-35, Fax. No. 011-554-06-30, Addis Ababa, Ethiopia, Monday to
Friday during office hours (8:00 AM. -12:00 noon, 1:00 PM.-5:00 PM.
local time).
5. Qualification
requirements include the following minimum qualifying criteria:
(a)
An average annual financial amount of construction work over
the period of five (5) years of at least 1.5 times bidders
own price.
(b)
Experience as prime contractor in the construction of at
least two (2) works of a nature and complexity equivalent to the
works over the period of five (5) years (to comply with this
requirement, works cited should be at least 70 percent complete);
(c)
Proposals for the timely acquisition (own, lease, hire, etc.)
of the essential equipment listed in the BDS;
(d)
A Project Manager with eight year’s general experience
including not less than six years of experience in works of similar
nature; and
(e)
Liquid assets and/or credit facilities, net of other
contractual commitments and exclusive of any advance payments which
may be made under the Contract, of not less than Birr 1,000,000
or an equivalent amount in a freely convertible currency.
6. A
complete set of bidding documents in English may be purchased by
interested bidders on the submission of a written application to the
address above and upon payment of a non-refundable fee of ETB 400
(Four Hundred Ethiopia Birr) or an equivalent amount in a freely
convertible currency in the form of cash or cashiers check. The bid
document may be mailed to overseas bidders upon payment of an
additional fee of Ethiopian Birr 300 (Three Hundred Ethiopian Birr).
7. Bids
must be delivered to the address below on or before 2:00 PM on
January 22, 2008 and must be accompanied by a bid security of not
less than Birr 50,000 or an equivalent amount in a freely
convertible currency.
8. Bids
will be opened in the presence of bidders who choose to attend at
2:00 PM on January 22, 2008 in the Conference Room of the Urban
Development Capacity Building Office.
