1.      This invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, issue no. 587 volume 25 of July 31, 2002.

2.      The Federal Democratic Republic of Ethiopia has received a credit from the International Development Association toward the cost of Capacity Building for Decentralized Service Delivery (CBDSD) Project and it intends to apply part of the proceeds of this credit to payments under the Contract for the supply of Textbooks and Reading Materials for the Ethiopian Civil Service College (ECSC), for which this invitation for bids is issued.

3.      The Urban Development Capacity Building Office (UDCBO) of the Ministry of Work and Urban Development, now invites sealed bids from eligible and qualified bidders for the supply of the following Text Books and Reading Materials.

113 different kinds of textbooks, handbooks and reading materials on different subject matters such as, for regional and urban economics, urban infrastructure, development of credit markets, urban social geography, land valuation, use and realestate market, PPP, Management of service, urban planning issues, transport and environment, urban governance etc, as per the quantity specified in the technical specifications

4.      Bidding will be conducted through the National Competitive Bidding (NCB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loan and IDA Credits, and are open to all bidder from Eligible Spruce Countries as defined in the Guidelines.

5.       Interested eligible bidders may obtain further information from UDCBO at the Ministry of Work and Urban Development, P.O. Box 3040, Tel. 0115-54 06 32/33/34, Fax No. 011-554 06 30, E-mail, Addis Ababa, Ethiopia and inspect the Bidding Documents at the address given below from Monday to Friday during working hours 8:30 A.M. to 12:30 A.M. from 1:30 P.M. to 5:30 P.M. local time.

6.      A margin of preference for eligible national suppliers shall be applied. Additional details are provided in the bidding documents.

7.      A complete set of bidding documents in English may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non-refundable fee of ETB 200 (Two Hundred Ethiopian Birr) or an equivalent amount in a freely convertible currency The method of payment will be in the form of cash or cashiers check. The bidding documents will be sent by mail to overseas bidders upon payment of a fee of Eth. Birr (Two Hundred Ethiopian Birr).

8.      Bids must be delivered to the address below on or before 3:00 P.M. on April 14, 2007. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders/representatives who choose to attend in person or on-line at the address below at 3:00 P.M. on April 14, 2007 in the Conference Room of UDCBO. All bids must be accompanied by a bid security of minimum two percent (2%) of bid price or an equivalent amount in a freely convertible currency.
