1. This
Invitation for Bids follows the General Procurement Notice for this
Project that appeared in Development Business website on November
22, 2004 for the Ethiopian Water Supply and Sanitation Program.
2. The
Government of Ethiopia has received financing from the International
Development Association toward the cost of the Water Supply,
Sanitation and Hygiene Project and it intends to apply part of funds
to cover eligible payments under the Contract AWRDB/BH/001/2006 for
Shallow & Deep Well Drilling and Construction.
3. The
Amhara Regional Water Resources Development Bureau now invites
sealed bids from qualified eligible bidders for the construction of
the following number of boreholes:

4. The
award will be decided on a lot by basic. Bidders may bid for one or
more lots.
5. Bidding
will be conducted through the International Competitive Bidding
(ICB) procedures specified in the World Bank’s Guidelines:
Procurement under IDA Credits, and is open to all bidders from
eligible sources countries as defined in the Guidelines.
6. Bids
shall be valid for a period of one hundred and twenty (120) days
after bid opening. Bids must be accompanied by bid security of not
less than 2% of the total bid price. They shall be delivered to
Amhara Regional Water Resources Development Bureau, Procurement
Department Office, Ground floor, Room Number 06, Bahir Dar on or
before 2:00 P.M. on date February 23, 2007. Bids shall be opened at
2:30 P.M. on date February 23, 2007 in the presence of the bidders
who wish to attend. Electronic bidding will not be permitted. Late
bids will be rejected.
7. Minimum
qualification required for the award of single and multiple
contracts include the following (i) ownership (or existing lease) of
one suitable drilling rig for one lot, (ii) drilling of at least 25,
50 and 75 boreholes within each of last five years for one, two and
more than two lots consecutively and should have successfully
carried out at least 2 similar contracts within past five years,
(iii) average annual turnover of 800,000 USD in each of the last
three years, (iv) liquid assets of 100,000 USD, and (v) an
experienced drilling team for each lots. A margin of preference

8. A
complete set of Bidding documents in English may be purchased
directly from the Amhara Water Resources Development Bureau, Ground
floor, Rom No. 06, Bahir Dar upon payment of a non-refundable fee
Birr 260 or USD 30 by interested bidders on submission of a written
application to the address indicted below:
