This Invitation for bids (IFB) follows the General
Procurement Notice (GPN) for this Project that appeared in
Development Business, issue No. 673 of 28 February, 2006. The notice
number is WB634-673/06
2.
The Federal Democratic Republic of Ethiopia has received
credit from the International Development Association toward the
cost of Public Sector Capacity Building Program-(PSCAP) and
it intends to apply part of the proceeds of this credit to payments
under the Contract for Supply, Installation and Commissioning of
Construction Materials Testing and Surveying Equipment.
3.
The Ministry of Capacity Building-Public Sector Capacity
Building Program now invites sealed bids from eligible and
qualified bidders for Supply, Installation and Commissioning of
Construction Materials Testing and Surveying Equipment. Bidders
must Bid for all the items and in the quantities specified for the
lot. Bidders have the options to bid fro one or more lots.

4.
Bidding will be conducted through the international
Competitive Bidding (ICB) and governed by Procedures and rules
specified in the World Bank’s Guidelines: Procurement under IBRD
Loans and IDA Credits and is open to all bidders from Eligible
Sources Countries as defined in the Guidelines.

Interested eligible bidders may obtain further information
from Procurement and Property Administration Department, Ministry of
Capacity Building Office and Inspect the bidding documents at the
address given blow from 9:00 to 12:00 AM
and from 14:00
to 17:00 PM (Local Time) Monday to Friday.
6.
Qualifications requirements include: Bidders must submit
Manufacturer Authorization Certificate, Manufacturing ISO Quality
Certificate or the equivalent and bidder shall submit audited
financial statements of the company for the last 3 years. The
company should not have incurred operating loss and average annual
turnover not loss than three times the bid amount during the last 3
years. The bidders shall furnish documentary evidence to demonstrate
the Manufactures shall have at least 2 yeas experience in
manufacturing the tendered goods. The supplier shall have experience
in supply goods equivalent to the contract at least once in the last
five years. Margin of preference for eligible national Manufacturers
shall be applied. Additional details are provided in the bidding
documents.
7.
A complete set of Bidding Documents in English Language may
be purchased by interested bidders as of 10 July 2007 from
9:00-12:00 AM and 14:00-17 PM (Monday to Friday) on the submission
of a written application to the address below and upon payment of a
non-refundable fee of Birr 300.00 (Birr Three Hundred) or USD 35.00
(USD Thirty Five) or an equivalent amount in a freely convertible
currency. The method of payment will be Cash or Cashier Check.

The bidding document will be sent by first class mail for
overseas bidders who send a Crossed Bank Draft of Birr 300.00 (Three
Hundred) or USD 35.00 (Thirty Five) or an equivalent amount in a
freely convertible currency in additional to the price of the
document to the address given below. However, the Ministry of
Capacity Building will not take any responsibility for a late/non
delivery of the bidding documents sent by mail. No extension in bid
submission date is permitted on this account.
9.
Bids must be delivered to the address below to or before
10:00 AM (Local time) on 29 August 2007. Electronic bidding will be
opened in the presence of the bidders/representatives who choose to
attend in person at 10:30 AM (Local time) on 29 August 2007. All
bids must be accompanied by a Bid Security in an amount of not less
than 2% of the bid price in ETB or an equivalent amount in a freely
convertible currency.
