1. The
Ministry of Water Resource has received a loan from The European
Investment Bank for implementation of the 15 towns water supply
project. As part hereof, the Ministry, through the Project
Coordination Unit (PCU) seeks the services of an international
procurement consultant.
2. The
project aims to improve the living conditions of about 500,000
inhabitants in 15 small towns in 4 regions of
Ethiopia
(Amhara, Oromia, SNNPR and Tigray) by rehabilitation existing
systems and extending the water supply and sanitation
infrastructure. This includes development of new water sources (deep
and shallow wells and springs), increasing the capacity of pipelines
and reservoirs and extension of the distribution system to those
areas of towns currently not serviced. The project will also provide
technical assistance and training for the Town Water & Sanitation
Services (TWSS).

The international procurement consultants with the assistance
of the PCU will amongst others:
a)
Review and update technical designs for all 15 towns
b)
Draft 4 works contracts (EDF procurement procedures, 1 in
each region);
c)
Draft 1 works supervision contract:
d)
Provide institutional strengthening to the TWSS (Town Water
Supply Services); and
e)
Set up a special facility (Access to Water Facility, AWF) to
facilitate access to the water supply system for low income
households.
4. The
PCU of the Ministry of Water Resources will be in charge of
selecting and appointing the international procurement consultant.
Eligible consultants are invited to indicate their interest in
providing the services to the PCU. Interested consultants must
provide information indicting that they are qualified to perform the
services (brochures, description of similar assignments, experience
in similar conditions, availability of appropriate skills amount
staff, etc.).
5. Consultants
may associate to enhance their qualifications.
6. A
consultants will be selected in accordance with the procedures set
out, Quality and Cost based Selection.
7. Interested
consultants may obtain further information at the below address from

8. Expressions
of interest must be delivered to the address below within 30 days
starting from the nest date of publication in order to be
considered.
9. Only
short listed consultants will be invited to submit proposals.
