1. The
Federal Democratic Republic of Ethiopia (FDRE) has received a loan
from the International Fund for Agricultural Development toward the
cost of Agricultural Research & Training Project and intends to
apply part of the funds to cover eligible payments under the
Contract for the Construction of Jinka Research Center.

Bidding is open to all bidders from eligible source countries as
defined in the World Bank Guidelines: Procurement under IBRD Loan
and IDA Credits
2. The
Ethiopian Institute of Agricultural Research invites sealed bids
from eligible bidders for the construction of the remaining
works of Jinka Research Center. Lot-1, Lot-2 & Lot-3, at SNNPRS,
South Omo Zone, at the town of Jinka, through a “Modified
International Competitive Bid (MICB)” procurement method.
The Jinka Research Center has been
under construction since January 2004 and the contract has been
terminated. The works include the completion of the works which
have been partially completed, just started and under construction
and works that are not yet started at all. The construction works of
Jinka research center is sliced and packaged into three lots.
Bidders have the option to bid for one or more lots. Bids will be
evaluated and contract(s) awarded on a lot by lot basis. Bid will be

for award of contract bidders should meet the following
qualification criteria for ach lot and the combined sum of the
criteria for multiple contracts.

Since most of the work items in the
bid are either partially completed or need rectification, or only at
commencement stage, it is highly recommended for prospective bidder
to visit the site to assess the condition of the work as well as the
prevailing resources and other contingencies of the project.
3.
Domestic contractors are required to submit proof of their up
to date registration from ministry of Works and Urban Development at
the place of registration for the year 2007. The category of
registration is BC/GC 3 and above.
The Construction of the works of
each lot shall be completed within 210 calendar days from the
commencement of the works or the site handover of the project.

non-refundable fee of birr 2,250.00 or USD 251.00, for
each set. Interested bidders may obtain further information at the

5. Bids
shall be valid for a period of 90 days after bid opening and must be
accompanied by a bid security not less than 2% of the bid price in
ETB or an equivalent amount in a freely convertible currency and
shall be delivered to.

6.
The bid security shall be issued in the name of Ethiopian
Institute or Agricultural Research (EIAR)
7.
Qualified domestic contractors may be eligible to receive a
margin of preference of 7 ˝ percent in the bid evaluation.
