Description

 

1.      This Invitation for bids follows the general procurement notice for this project that appeared in the United Nations Development Business issue No. 587 Volume 25 July 31, 2002.

2.      The Federal Democratic Republic of Ethiopia has received a credit from the International Development Association toward the cost of the Capacity Building for Decentralized Service Delivery Project and intends to apply part of the funds to cover eligible payments under the Contract for Jimma Urban Drainage Rehabilitation Contract for which this invitation for bids is issued.

3.      The Urban Development Capacity Building Office (UDCBO) of the Ministry of Works and Urban Development now invites sealed bids from eligible bidders for the Jimma Urban Drainage Rehabilitation Contact: Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s guidelines: Procurement under IBRD Loans and IDA Credits and is open to all bidders from eligible source counties as defined in the guidelines. Domestic contractors for Category GC/WWC-5 and above, with license valid for the year 2007 are eligible to participate in the bid. Qualified domestic contractors may be eligible to receive a margin of percent of 7˝ percent in bid evaluation.

4.      Interested eligible bidders may obtain further information from and inspect the bidding document at UDCBO, P.O. Box  3040, Tel. 011-554 06 34/35, Fax No. 011-554 06 30, Addis Ababa, Ethiopia, Monday to Friday during office hours (8:00 AM-12:00 noon, 1:00 PM-5:00 PM local time).

5.      Qualification requirements include:

(a)    an average annual financial amount of construction work over the period of five (5) year of at least 1.5 times the bidders own price.

(b)    Experience as prime contractor in the construction of at lest one (1) works of a nature and complexity equivalent to the works over the a period of five (5) years (to comply with this requirement, works cited should be at least 70 percent complete);

(c)    Liquid assets and/or credit facilities, net or other contractual commitments and exclusive of any advance payments which may be made under the Contract, of no less than Birr 500,000 or an equivalent amount in a freely coverable currency.

6.      A complete set of bidding document in English may be purchased by interested bidders on the submission of a written application to the address above and upon payment of a non-refundable fee of ETB 400 (Four Hundred Ethiopian Birr) or an equivalent amount in a freely convertible currency in the form of cash or cashier’s check. The bid document may be mailed to overseas bidders upon payment of an additional fee of Ethiopian Birr 300 (Three Hundred Ethiopian Birr.

7.      Bids must be delivered to the address below to the address below on or before 2:00 PM on July 24, 2007 and must be accompanied by a bid security of not less than Birr 50,000 or an equivalent amount in a freely convertible currency.

8.      Bids will be opened in the presence of bidders who choose to attend at 2:00 PM on July 24, 2007 in the Conference Room of the Urban Development Capacity Building Office.
