This Invitation for bids follows the General Procurement
Notice for this project appeared in Development Business, issue no.
February 7, 2005.
2. The
Federal Democratic Republic of Ethiopia, Ministry of Education, has
received a credit from the International Development Association
toward the cost of Post Secondary Education Project (PSEP), and it
intends to apply part of the proceeds of this credit to payments
under the contract for “Procurement of vehicles for the Higher
Education System Support Institutions and the Ministry of
Education”.

The Ministry of Education now invites sealed bids from
eligible and qualified bidder for vehicles:
Lot 1: Pick Up 4WD Double cab-2
units
Lot 2: 4WD Station Wagon-6 units
The delivery period is 90 days.
Bidders may quote for any one for
all Vehicles. Bids for individual Vehicles will be evaluated
separately and contracts will be awarded to the lowest evaluate
bides for each Vehicle.
4.
Bidding will be conducted through the International
Completive Bidding (ICB) procedures specified in the World Bank’s
Guidelines: Procurement under IBRD Loans and IDA Credits May 2004,
and is open to all bidders from Eligible Source counties as defined
in the Guidelines.

Interested eligible bidders may obtain further information
from Ministry of Education, Purchasing Unit and inspect the
bidding documents at the address given below from 9:30 A.M. to 5:00
P.M. during the week days (from Monday to Friday).
6.
Qualifications requirements include:
a)
Financial Capability
The Bidders shall furnish
documentary evidence that it meets the following financial
requirement(s):
The bidders should have not recorded
operational losses in the last 2 years
b)
Experience and Technical Capacity
The Bidders shall furnish
documentary evidence to demonstrate that it meets the following
experience requirement(s):
i)
The bidders shall have at least 2 year experience in
manufacturing and/or performing contracts for supply of similar type
of Goods that are requested by the purchaser under this tender.
ii)
The bidder should demonstrate availability of spare parts and
after sales services in the Purchaser’s country for the goods
offered in the bid.
iii)
The Bidders should guarantee that the response time for
remedy any defective Good offered should not exceed 30 calendar days
from the receipt of the purchaser written notification of the
defect.
c)
The bidders shall furnish documentary evidence to demonstrate
that the Goods is offers meet the following usage requirement:
i)
The warranty periods of the Goods offered shall cover at
least the duration indicated in the clause 27 of Special Conditions
of Contract amending the Clause 27 of the General Conditions of
Contract.
ii)
The Bidders shall provide or all the goods the Manufacture’s
Authorization Form, in the format indicated in Section IV. “Bidding
Forms of the Bidding documents”.
iii)
The bidder shall provide quality certificate for the goods
offered. A margin of preference for eligible national contractors
shall not be applied. Additional details are provided in the bidding
document.
7. A
complete set of bidding documents in English may be purchased by
interested bidders on the submission of a written application to the
given address and upon payment of a non-refundable fee of ETB 150 or
equivalent in a freely convertible currency. Payment can be done in
cash at the address below or through certified cheque in the name of
the Ministry of Education. The bidding documents can be collected
directly from the address specified below or can be delivered by
special courier. In case of delivery by special courier, the
potential bidders shall be the sole responsible for saying and
arranging the shipment of documents. Under no circumstances the
Ministry of Education shall be responsible for paying and arranging
the shipment of documents. Under no circumstances the Ministry of
Education shall be responsible for any late delivery or loss o the
bidding documents delivered by special courier.
8. Bids
must be delivered to the address below at or before 19 July 2007 at
10:30 hours (AM). local time. Electronic bidding will not be
permitted. Late bids will be rejected. Bids will be opened in the
presence of the bidders/representatives who choose to attend in
person at the address below on July 19, 2007 at
11:00 hours (A.M.) local time.
All bids must be accompanied by a bid security of: ETB 120,000 or an
equivalent amount in a freely convertible currency.
