Tehaho sugar
Factory project (TSFP), Ethiopia, on behalf of the Government of
Federal democratic Republic of Ethiopia intends to install one new
sugar factory with a designed cane crushing capacity of 26,000 TCD
(tons per day) including cogeneration. The project site is located
at about 600 km from Addis Ababa in Northeast direction, in the
Lower Awash valley of the Afar Administrative region of Ethiopia.
Tendaho project site is adjacent to the Addis-Djibouti tarmac
highway with a convenient distance of about 350 km from port of Djibouti, in West direction.
INVITATION
FOR BIDS
TSFP invites
bids from interested bidders to design, manufacture, supply,
delivery to port of Djibouti transport locally to the project site,
store erection for Mechanical and electrical equipment, train
employer’s personnel, commission, test and hand over under single
turnkey contract each of
1) Process
House Tender No. TSFP-F/007/07/PH
2) Balance of
Plant-Electrical Tender No. TSFP-F/008/07PE
3) Power
Evacuation System Tender No. TSFP-F/009/07/EP
Process house
comprises from mixed juice
receiving tank in juice extraction , raw sugar handling, juice
liming, evaporation, pan boiling, curing, raw sugar streage and
502% raw sugar produced shall be refined in refinery, refined sugar
shall be bagged and stored in sugar godowns. Process house is to be
designed in such a way that both raw and refined sugar shall be
produced simultaneously. Complete process house shall be in three
streams as per specifications defined in bid document and each steam
shall be suitable for about 9000 TCD capacity.
Balance of
Plant-electrical comprises
of electrical distribution system for complete sugar factory complex
including HT panel, transformers, PCCs, Factory Earthing and
Lighting as per the specification defined in bid document.
Power
Evacuation system
comprises of 230 kV switch yard equipment with earthing, lighting
and lightening protection system for exporting power, maximum 75 MWe,
to Ethiopian Electrical power corporation (EEPCO0 grid, as per the
specifications defined in bid document.
Bidding will be
conducted through competitive bidding procedures specified in the
bid documents and are open to all the eligible bidders from Indian
firms, Joint Ventures, Consortiums. Bidder will be selected through
a transparent process in accordance with the requirement defined in
the bid document for selection of bidders. However, the minimum
eligibility criteria of the bidder for all the three bids shall be
based on the following:
a-
The bidder should have been in existence for at least 10
years. In case of a joint venture or consortium, the lead bidder
should be mentioned and each of its partners or combination of
partners must have been in existence for at least 10 years.
b-
The bidder should have a minimum current net worth of US $ 5
million, certified by a Chartered Accountant. In case of Consorting
the cumulative minimum average net worth/fund flow of the bidders
would be considered. However, the lead bidder should satisfy at
least 50% of the financial criteria.
c-
The bidder, a firm, consortium or a member of Joint Venture,
must have executed a minimum of such projects, in the past 10
years.
i-
of design, manufacture, supply & installation of process
house equipment, capacity not less than 5000 TCD for Tender no TSFP-F/007/07/PH.
ii-
Of design, manufacture, supply and installation of supply and
installation of sugar factory electrical distribution system for
Tender no. TSFP-F/008/07/PE.
iii- Of
design, manufacture, supply and installation of Power Evacuation
system at sugar factory annexed cogeneration plant or independent
power plant, of at least 20 MWe capacity and at minimum voltage
level of 110kV, for Tender no. TSFP-F/009/07/EP.
d- The
bidder must have his associate or representative in Ethiopia, who
has adequate knowledge in the procedures of immigration, customs,
taxes, duties, port clearance, local transportation, insurance, etc.
for proper coordination.
e- Bid
document shall be accompanied with a bid security in the amount of:
i-
US $ 50,000 for Tender No. TSFP-F/007/07/PH.
ii-
US $ 20,000 for Tender No. TSFP-F/008/07/PE.
iii-
US $ 20,000 for Tender No. TSFP-F/009/07/EP.
Bidders, who fulfill the above
eligibility criteria can purchase each bid document
either directly or on submission of
written application upon payment of non-refundable fee of Ethiopian
Birr 5,000 (US $ 575 ) for each bid in the name of Tendaho Sugar
Factory Project (TSFP) Ethiopia, by Demand Draft or Banker’s cheque.
An additional amount of Ethiopian Birr 500 (US $ 58 ) for each bid,
is to be added towards postage/courier, if required.
Bid documents will be available for
purchase from 13th March, 2007 up to the bid closing day
at TSFP, Ethiopia and also at JPMA, Pune, India.

Bids must be delivered on the

TSFP will have the discretion to
modify the minimum eligibility criteria, if required. TSFP reserves
the right to accept or reject any or all bids.
